BP Tony Hayward’s Marching Orders

Did he jump, or was he swamped ?

And is he really leaving, or is he being hounded out by propaganda ?

The reports of his demise may be premature, but the clock is probably ticking on his tenure anyway.

You know as soon as the board of a company, or a central government expresses “full support” for an executive or a minister, their job is at risk.

At least BP didn’t have to invent a scandal about his private life to get shot of him, like the (I think, despicable) way they ousted John Browne, the “sun king”.

Save Oxfam

In an unguarded moment, I allowed myself to watch television, and found myself watching this campaign advertisement from Oxfam.

The first thing I felt was empathy with the unhappy woman shown in the opening sequence, as the narrator told us that her baby had just been washed away by floodwaters. How dreadful for her. How awful for her child.

The second thing I thought was how shocking it was for an aid and development agency to use this person’s grief as a marketing tool.

The third thing I thought was to ask myself why the makers of the appeal didn’t mention the aggravation to the environment caused by Climate Change, but instead just refered to “more people than ever are dying because of floods, drought and lack of clean water”.

Scientists Advised To Avoid Media

Following the BBC Panorama “investigation” into Climategate, broadcast yesterday evening, scientists are being advised not to be interviewed alongside Climate Change sceptics and deniers.

“It was extremely ill-advised for Bob Watson to agree to appear in the same programme as Bjorn Lomborg” was one opinion voiced, “it creates the illusion that Bjorn Lomborg might be right. Whereas, of course, he is not.”

Bob Watson was effectively tricked. He was asked to give an authoritative opinion, which was then presented side by side with the views of the discredited Bjorn Lomborg and John Christy.

As for Bob Ward, he should never, ever have agreed to appear alongside Bjorn Lomborg. He should have realised he could not get his message across properly.

Why Was Copenhagen Such A Washout ?

The international community, in the form of the United Nations Framework Convention on Climate Change (UNFCCC) established the Kyoto Protocol back in 1997, a treaty that was ratified only as late as 2005 after compromises from the World Trade Organisation (WTO) for Russia. Global Climate Change negotiations, even before the Rio Earth Summit in 1992 have been beset by recurring problems.

PART 1

Introduction

The governments of the world are, by and large, well-informed about Climate Change by their trusted scientific advisers and the Intergovernmental Panel on Climate Change (IPCC). However, there is a disconnect between this knowledge and concrete policy action. The United Nations Framework Convention on Climate Change (UNFCCC) has not been successful in achieving control of Greenhouse Gas (GHG) emissions through the ratification of the Kyoto Protocol. Plus, annual negotiations have not reached a form of an agreement to succeed Kyoto, as evidenced by the inconclusive round of talks in December 2009 in Copenhagen. Suggestions of a way forward include a radical re-think about the formulation of the Kyoto Protocol, and the connection of Climate Change to other global concerns.

Kyoto Isn’t Working

For a period during the late 1980s and early 1990s, the world economy appeared to reach a stable point, whereby Carbon Dioxide emissions per person (per capita) levelled off. Many of the world’s major economies were switching fuels – from coal to Natural Gas. And some heavily industrialised countries were going through revolutionary change, and reducing their Greenhouse Gas (GHG) emissions as a result of the ensuing loss of industrial output.

The Price of Carbon

1.   Introduction

Policy strategy for controlling risky excess atmospheric greenhouse gas (Gowdy, 2008, Sect. 4; McKibben, 2007, Ch. 1, pp. 19-20; Solomon et al., 2009; Tickell, 2008, Ch. 6, pp. 205-208) mostly derives from the notion that carbon dioxide emissions should be charged for, in order to prevent future emissions; similar to treatment for environmental pollutants (Giddens, 2009, Ch. 6, pp. 149-155; Gore, 2009, Ch. 15 “The True Cost of Carbon”; Pigou, 1932; Tickell, 2008, Ch.4, Box 4.1, pp. 112-116). Underscoring this idea is the evidence that fines, taxes and fees modify behaviour, reigning in the marginal social cost of “externalities” through financial disincentive (Baumol, 1972; Sandmo, 2009; Tol, 2008). However this approach may not enable the high-value, long-term investment required for decarbonisation, which needs adjustments to the economy at scale (CAT, 2010; Hepburn and Stern, 2008, pp. 39-40, Sect. (ii) “The Consequences of Non-marginality”; MacKay, 2008, Ch. 19; Tickell, 2008, Ch. 2, pp. 40-41).

BP’s Chief Economist Flunks Logic

I sometimes read the Foreign Affairs magazine, as the articles are written by influential people, some of whom appear to be remarkably knowledgable and sane.

However, trying to read a recent piece by BP’s Chief Economist Christof Ruehl was a journey with little progress, so I’m sorry to admit I couldn’t bring myself to finish digesting it.

The man’s head appears to have been spun, or he might have had a mission to spin his readership. All the same, it’s worthy of a Koan award (see YouTube on this page).

A number of prevalent ideological frameworks employed for constructing policy to address Global Warming appear to have faulty foundational analysis and are therefore ineffective in addressing Carbon Dioxide Emissions. Politically implementable options that could lead to effective action to combat Climate Change are being kicked into the long grass at every turn, in policy, in investment and in society.

Reasonable proposals are being made over-complex to implement, or delayed by every means possible. The dominant memes of economics hinder good decision-making; for example, not all natural capital can be valued as a commodity, and yet Carbon markets and Carbon tax regimes are the most ubiquitous proposals.

The cheapest options for efficiency are overlooked for subsidy-attracting large-scale projects; and wholescale sustainability approaches are being discarded in favour of focus on obsessional marginal issues such as recycling.

The imperative to deliberately orient investment towards Low Carbon energy is lost in the haze of planning based on non-solutions such as the renaissance of Nuclear Power and Carbon Capture and Storage in the pursuit of so-called “Clean” Coal.

Earth Twinned With Venus

I think the group of artists proposing that Letterkenny, County Donegal, should be twinned with Mars, may have got their Climate Change facts a little twisted :-

“Irish island twinned with Mars in climate change stunt : An island in County Donegal is to be twinned with Mars in order to raise awareness of climate change. A community near Letterkenny will be linked with an island outcrop on the Red planet. The unusual move was suggested by a group of artists asked by Donegal County Council to explore art’s role in addressing issues of global warming. The Council’s Public Arts Manager, Terri Duffy, said it would act as an “attention-grabbing wake-up call”. “I know it’s a bit ‘out there’ but it is taking a very serious look at the relationship of art and climate change. Some people feel the earth is becoming more Mars like due to the effects of global warming…”

Mars is rather cold, owing to the fact that it doesn’t really have much of an atmosphere and so doesn’t have the benefit of much in terms of the Greenhouse Effect :-

Copenhagen in Retrospectacular

Talk to almost anybody who went to the Copenhagen Conference on Climate Change, or waited outside the Bella Center for hours in sub-zero temperatures with no hope of admittance, or who cycled to Denmark from Middle England wanting to take part in the most important meeting the world has ever held, and they’ll tell you how despondent they are.

The United Nations Climate Change talks in Denmark in December 2009 were an “abject failure”, a “washout”, “pointless”, “undermined by corporate interests”, “derailed by China”, “overruled by the United States”, and so the list of complaints rolls on.

The Daily Hoaxpress ?

The Daily Express newspaper (ably echoed by its cousin The Daily Telegraph) issued an outright Global Warming denial on its front page today :-

Intrigued, I actually went to the trouble of purchasing the print edition of the newspaper, so I could gen up. On page 5, the headline “‘There’s little we can do about global warming'”. Oh, so tens of thousands of people in Copenhagen, Denmark, negotiating about the need to reduce Carbon Dioxide Emissions, are all wasting their time ? I think not.

White Supremacist’s Revenge

Super-double irony : Nick Griffin, the anti-immigration right-wing nationalist is going to the Copenhagen Climate Talks as a representative of the European Union, where, no doubt, he will probably attempt to exact a white supremacist’s revenge – throwing whatever spanners (wrenches) he can in the works to stop a global deal to protect the poor and vulnerable from Climate Change :-

He said they had reached “an Orwellian consensus” that was “based not on scientific agreement, but on bullying, censorship and fraudulent statistics. Climate change is their new theology… But the heretics will have a voice in Copenhagen and the truth will out. Climate change is being used to impose an anti-human utopia as deadly as anything conceived by Stalin or Mao.” Griffin will be one of 15 representatives chosen to speak on behalf of the EU in Copenhagen…”

I agree with inclusion and tolerance, but this is a step too far ! Griffin’s agenda and purpose seems to consist entirely of exclusion, intolerance, might-is-right, anti-science and inequality. I don’t know how he can represent the European Union in any way…He might as well wear a Ku Klux Klan outfit for all the anti-democratic flames he carries around inside him.

I doth protest.

David Miliband : Expecting Someone Shorter

To be honest, he was taller than I expected, and more Eastern in appeareance, a kind of lanky version of Mehmet behind the deli counter at my local Turkish International Food Emporium.

David Miliband was also considerably thinner than I would have liked, considering he might one day rule the New Labour Party, who might just rule my country again. We wouldn’t want him blown away by the slightest breeze, surely, would we ? He needs feeding in my opinion.

Richard Black Hijacks Debate

Environmentalism has trudged a long, winding, often silent road, with many cul-de-sacs of defeat, desperation and despair.

In the last few years there has been a raising of the collective consciousness about how many problems are interrelated with an obscure corner of gas chemistry, which offers grave prospects for the whole of Life on Earth.

Climate Change is a problem quintessentially expressed in numbers : how many degrees of warming, how many parts per million of Carbon Dioxide in the air, how much Carbon Dioxide the Oceans, Forests, Rocks, Plants and Soils soak up, how many lives will be affected by drought, famine and sickness, how much Methane could be released from tundra and hydrates, how many species will be lost, perhaps including our own.

Where can all our politicians and corporate executive officers from the Big Energy and Engineering companies be found ? At Quibbles Bar where altercation over subsidies and bailouts can be earwigged on a daily basis.

Meanwhile, China and India are still slugging it out with the international community in the Recompense Diner-Restaurant, insisting someone else pays the bill for dealing with Carbon Emissions.

Meanwhile, the pampered and neutered citizen consumers of “The West” are basking in the the Full-Body Entertainment Lounge, with heaps of gadgets and streaming and TV, with nary a care for stories so scary.

Feel The Greater Burn

I cannot offer an opinion about the validity of this research, because I haven’t read the science paper with the calculations, I haven’t spoken to the researchers, or entirely understood their model from the news report, but I’ve got to admit the results appear intriguing.

The authors speak to my key annoyances : the proposals for new Nuclear Power and Carbon Capture and Storage. And they say we shouldn’t do it : the net heat from “thermal” power generation is going to be dangerous regardless of what we do with any resulting Carbon Dioxide.

I Am Not A Campaigner

As a bright-eyed Gospel-touting young person from a God-fearing Bible-bashing breast-beating Protestant Evangelical Christian family, one-time members of a troubled sect, I was drawn to the victim narrative of the Aid and Development agencies. Those poor people in those dirt-poor countries with their cripplingly poor lifestyles.

I needed to be a Campaigner, I reasoned. I needed to tell the World, make some converts to the Poverty and Development cause, draw some attention, create some devotion, raise some cash, raise some banners, wave some placards, get some pledges signed.

Not realising that this kind of missionary zeal marked me out as a complete lunatic, I applied to a Famous Development Agency for a job. I was interviewed but ditched, probably because I had wild eyes, and wouldn’t stop spouting fundamentalist claptrap.
