Russia Sours

I have a theory. But I don’t have access to the data to confirm or deny it. The data is in the hands of the oil and gas companies, and private oil industry data concerns, who charge a lot of money for access to the data. Some data might become public soon, as the International Energy Agency, the IEA, have made a commitment to opening up their databases, but I don’t know when this will be.

The data I would need to assess my theory regards the chemical composition of Natural Gas from a range of fields and wells, and its evolution over time. Although some data about chemical quality exists in the public domain, such as crude assays for various petroleum oils, and is published in various places, such as Eni’s annual review, and a handful of academic research papers regarding prospects for gas in some regions or countries, there is little to go on for a global view from gas analyses.

The European Union has announced a plan to “get off” Russian fossil fuel dependency (addiction), but I would contend that they would need to do it anyway, regardless of the incentive to “cancel” Russian oil and gas in sanction over Russia’s unspeakable acts of terror and aggression in their invasion of Ukraine. My view is that the rationale for an early exit from Russian fossil fuel supplies is all to do with the chemistry.

Gas fields and oil basins deplete, that we all know. The easy, good stuff gets emptied out first, and then the clever engineers are commissioned to suck out the last remaining dregs. So-called “sweet spots”, where easy, good stuff has accumulated over the ages, are quickly pumped dry, and investors and management push for the assets to be sweated, but it’s a game of diminishing returns.

If you look for a mention of problem contaminants, such as sulfur compounds and heavy metals, the publicly, freely-available literature is quite thin on the ground – even general discussion of the global overview – in other words, it is noticeable by its absence.

Natural Gas with high levels of inherent carbon dioxide has started to merit explicit mention, because of climate change mitigation efforts, but even there, there is not much in terms of basins, fields and wells by numbers and locations, and over timespans.

There was quite a lot of discussion about the procedure of reinjection of acid and sour gases, starting in the early 1990s or so, pumping unwanted molecules from contaminated or sub-standard Natural Gas back underground, after separation at or close to the well head. This was partly to answer climate change concerns, but also to enhance further oil and gas recovery from emptying wells. This has been known mostly by the term EOR – enhanced oil recovery. Bad gas was being pumped, then filtered, and the bad fraction was being pumped back down to build up pressure to get more gas and oil out.

There has also been a lot of very public discussion of the project to mitigate gas venting and gas flaring, as a potentially easy win against environmental damage – including climate change burden. Unburned Natural Gas has been routinely vented to the atmosphere from locations where gas was not the principal product from wells, or where it has been costly to install gas capture equipment. Unburned Natural Gas vented to air leeches methane, carbon dioxide and hydrogen sulfide, two of which are climate change-sparking greenhouse gases, and the other, a local toxin to all forms of life. But flaring unwanted Natural Gas is only marginally less dangerous, as it still emits carbon dioxide to air, as well as sulfur dioxide, and potentially some nitrogen oxides (and sometimes, still, some hydrogen sulfide) : and sulfur dioxide interferes with local temperatures through localised greenhouse cooling; sulfur dioxide is also a local environmental pollutant; and both sulfur dioxide and nitrogen oxides, in addition to the carbon dioxide, lead to acidification of air, water and soils. Obviously, it would be better to capture any currently unwanted Natural Gas, and make use of it in the economy, processing it somewhere in a way that can reduce the environmental disbenefits that would have come from venting or flaring it in the field.

However, discussion about venting and flaring of Natural Gas and the attempts to stem it centre on the potency of emissions of fossil methane as a short-term greenhouse gas, and there is little discussion of the emissions of fossil carbon dioxide and fossil sulfur compounds that are part of that unwanted Natural Gas.

Trying to drill down into the geography and localised basin- and field-specific gas composition is near-nigh impossible without insider access to data, or some kind of large budget for data. Public reports, such as the financial and annual reports of companies, focus on levels of Natural Gas production, but not the amounts of rejected molecules from the production yield – the molecules of hydrogen sulfide, carbon dioxide and nitrogen and so on that don’t make it into the final gas product. Keeping up production is discussed in terms of sales revenue and investment in exploration and production, but not in terms of the economic costs of bad chemistry.

Over time, oil and gas production companies must explore for new reserves that they can bring to production – often within their already-tapped resource base – because old fields empty, until well production starts slowing down, and become uneconomic to continue pumping. But running down the reserves, and having to find new locations within basins and fields to drill new wells is not the only issue. Oil and gas are not monolithic : resources vary in terms of accessibility, temperature, pressure, geology, but also chemistry – even within fields; and over time and operating conditions – which can even be seasonal.

Contaminants can be concentrated in one particular area, or at one particular pre-historic geological stratum or layer : the formation of the sediments. Not only that, but over time, oil and gas wells can sour, that is, production can experience increasing levels of hydrogen sulfide and other sulfur compounds. They can also show increasing production levels of inert non-combustible or acid-producing chemical species, mainly carbon dioxide and nitrogen.

As drilling goes deeper, the more likely inert, sour and acid gases are to occur, as the deposits will have had more time to mature, and reach temperatures where gas generation from organic matter is more likely than oil generation : the “gas window” depends on such things as temperature, pressure and time. And more gas can signal more non-useful molecules.

The deeper you go, the higher the risk of your Natural Gas being contaminated with hydrogen sulfide, carbon dioxide and nitrogen; as the deposits have cooked for too long. The presence of significant levels of sulfur compounds is credited to rock-oil and rock-gas chemical interactions known as TSR – thermochemical sulfate reduction – between hydrocarbons and sulfate-bearing rocks.

In addition, drilling a well can lead to BSR – bacterial sulfate reduction – where bacterial life starts to work on sulfate present in any water as the hydrocarbons are raised from the depths and depressurise and cool.

The closer to the source rocks drilling goes, the black shales, high in organic matter, from which all hydrocarbon oils and gases originate, the higher the risk of pumping up heavy metals where there are metal sulfides clustered.

Although wells can sour over time, especially if acid gas is reinjected to dispose of it, fields can even be highly acid or sour right from the get-go. For decades, some sour and acid resources were listed as proven reserves, but were considered too uneconomic to mine. But during the last decade or so, increasing numbers of sour gas projects have commenced.

The engineering can be incredible, but the chemistry is still wrong. With new international treaties, sulfur cannot be retained in fuels, so where does it end up ? Rejected sulfur atoms largely end up in abandoned pyramids of yellow granules, or on the sulfur market, and a lot is used to make sulfuric acid, a key industrial chemical, used for such things as the production of fertilisers, explosives, and petrochemicals. But after the sulfuric acid is used, where does the sulfur end up ? As sulfate in water, that drains to the sea ? And what about the granulated sulfur from the mega sour gas projects ? Some of that is used as soil treatment, as a fertiliser, either directly, or as part of ammonium sulfate. But after it is used, what happens to the sulfur ? Does it become sulfate in water, that courses to the ocean ? And what happens to it there ? How much is fossil sulfur going to contribute to ocean anoxia through BSR generation of hydrogen sulfide ?

Sulfur atoms don’t just disappear. It will take many millenia for the mined fossil sulfur to be incorporated back into sedimentary sulfides or rocks. As increasingly sour oils and gases are increasingly used, the question of the perturbation of the global sulfur cycle (as well as the global sulfur market) becomes relevant.

At what point will the balance tip, and high sulfur deposits of fossil fuels become untenable ?

In addition to management of the fossil sulfur mined during the exploitation of chemically-challenged Natural Gas, there are other important considerations about emissions.

Satellite monitoring of “trace” greenhouse and environmentally-damaging gases, such as sulfur dioxide and methane, is constantly evolving to support international calls for emissions reduction and control. For example, analyses of methane emissions from the oil and gas industry have pinpointed three geographical areas of concern for the locations of “ultra-emitters” : the United States, the Russian Federation and Turkmenistan. A lot of methane emissions from the oil and gas industry could be stemmed, but the question needs to be asked : is it worth opening up new gas fields, with all the infrastructure and risks of increased methane and other emissions ? And if the major explanation for methane emissions in gas drilling are connected to end-of-life fields, what incentives could be offered to cap those emissions, given the lack of an economic case, at so late a stage in the exploitation of assets ?

And so, to Russia.

A great variety of commentators have been working hard to put forward their theories about why Russia chose to launch a violent, cruel and destructive military assault on Ukraine in early 2022. Some suppose that Russia is looking to build out its empire, occupying lands for grain production and transportation routes, gaining control over peoples for slave labour, removing the irritant of social or political threat. Arguments about the ownership of territory, rightfully or wrongfully. Historically revisionist or revanchist philosophies are identified in the output from Russian voices and political narrative. However, there does not appear to be a truly justifying rationale for a war arising from these pseudo-historical caricatures. Even if the territory of Ukraine could be deemed, by some internal Russian legal process, to belong to some concocted Greater Russian Federation, it would require a lot of magical thinking to believe it would gain traction in the wider sphere.

Some see Russia’s actions as vindictive or retaliatory, but to assert this with any validity would require explaining what has really changed to justify the recent major escalation in one-sided aggression from Russia, action that has lasted for some time, principally since 2014.

What can really be driving Russia’s murderous marauding, the bombing of civilian districts, wanton infrastructure destruction, people snatching, torture basements and all forms of intimate, personal aggression and attack ?

I decided to do some reading, and I went back to 2004/2005 to do so, and then realised I should have gone back further, to the time of Vladimir Putin’s “ascension” to the Presidency of the Russian Federation.

Putin appears to have control issues, and seems to want to impress his will on absolutely any person and any organisation he comes across, up to and including whole countries. The means are various, and the medium also. There is continual “hybrid” warfare; and the evidence suggests that Russia has interfered with foreign democracy, for example, by playing the joker in the memetic transfer of ideologies and “fake news” through social media; used blackmail in “diplomacy”; used strong-arm tactics in trade and investment; and locked international energy companies into corrupting, compromising deals.

By far the most injurious behaviour, however, has been the outright military assaults he has ordered to be launched on lands and people groups, both inside and around the outside of Russia. I will leave the details to expert military historians and human rights organisations, but the pattern of the annihilation visited on many areas of Ukraine since early in 2022 is not new. There appears to be no dialogue possible to restrain Putin’s sadistic army of Zombies (Z) and Vampires (V).

But just what made this happen ? What was really behind Putin’s decision to launch an invasion on Ukraine ? It wasn’t to de-Nazify. That’s just weak and quite bizarre propaganda, that cannot hold together. He knows there are far fewer ultra-right wing cultists in Ukraine than in Moscow. The “war” wasn’t to protect Russian speakers. Many people in Ukraine speak several languages, and none of them have been safe from the rampaging hordes of Russian “orcs”. The invasion wasn’t to defend the Putin-styled Republics of Donetsk and Luhansk, as people there don’t feel defended from anything nasty the Russians seem to visit on everybody they invade, or the military responses of the Ukrainian forces, something the Russians could have anticipated. If Russia really cared about the people in the Donbas, they wouldn’t have brought troops there. The warfare isn’t benefitting or supporting any pro-Russian factions or Russian-speakers in Ukraine, and the only thing that looks like Nazis are the Russian Nasties.

It has come into focus for me from my reading that there seem to be three major, real, potential or probable reasons for Russia seeking to have overt, administrative, and if necessary, military control of the southern, littoral part of Ukraine; and my reading suggests that this is an outworking of the maritime policy of the Russian Federation going back at least 20 years.

He makes the point that with Russian forces control the coastal area of Ukraine, and its ports and seafaring routes, they will have a stranglehold on the economy of Ukraine. If the Russians deny grain and other agricultural exports, or deny the proceeds from export sales, then the Ukrainian economy will be seriously damaged. In addition, the continual bombing and mining of agricultural lands means that crops are already at risk this year in Ukraine, which will add to these woes. There is already some discussion about the effects on the importers of Ukrainian grain in particular, as it has been a “bread basket of the world”.

It is easy to see from maps of the fighting that controlling the coastal ports must have been a major part of the reason for the Russian invasion, but the triggering of conflict is surely not just about control of the trade routes in and out of Ukraine, as a means to squeeze the country into submission.

It’s clear from my reading so far that Russia has an historical and significant ambition to control more of the maritime routes in that region. Russia clearly didn’t like the awkwardness of having to share the Black Sea and the Sea of Azov. They’d rather just run all of it, apparently. Russia appears to regard rulership of the “warm seas” to the south of Federation lands as vital to their aims. There are mentions of improving the waterway routes from the Caspian, through the Black Sea, out to the Mediterranean, to permit military vessels to exert control in the region, and to enable Russian trade. The Russians built a contested bridge to Crimea, but they may end up building vast new canals as well. Are you listening yet, Turkey ?

This is grandiose enough, but this is still not the end of Russia’s aims in taking over the coast of Ukraine, it could transpire.

What floats on top of the Black Sea, the Sea of Azov, the Mediterranean Sea and the Caspian Sea is important enough, but what lies beneath is far more important, I am beginning to find in my reading.

There has been a couple of decades or so of development of newly-discovered oil and gas resources around the Caspian Sea. Russia even acted quite collaboratively initially with the other countries bordering co-littorally. Although it hasn’t been very happy since in some parts of the region. Due to Russian military carpet-bombing and martial illegalities, in some cases.

But despite oil- and gas-aplenty, for example, in the Kashagan, fossil fuel deposits there are really rather sour, that is, loaded with sulfur compounds; particularly hydrogen sulfide, which is corrosive, explosive and needs to be removed before the fossil fuels can be utilised. That, coupled with the anoxic and difficult conditions of the undersea mining, mean that Russia has looked elsewhere to build up new proved resources, as they have become necessary.

There was much talk of Russia going to drill in the Arctic; but even with melting ice from global warming, conditions north of the Arctic Circle are tough, and the offshore prospects are likely to be costly. Yes, they might end up trying to keep their rights to trade LNG from the far North, but the “cold seas” make for harsh economic conditions.

After years of stagnating Natural Gas production in Russia, more gas fields have been opened up in the Yamal Peninsula, but they only have a half life of approximately ten to fifteen years, perhaps. And judging by other gas fields, some parts of them could be extremely contaminated with sulfur compounds, which would lead to extra costs in cleaning the products up for sale and piping out for export.

And then came the Mediterranean and Black Sea seismic surveys and gas prospecting. What was found ? Sweet, sweet gas. Little in the way of sulfur contamination, and continental sea conditions, as opposed to stormy oceans. There are many countries that border both bodies of water that have been rapidly developing Natural Gas projects, eager to jump right in and tap as much as they can from fields, presumably before other countries tap into the same fields from another entry point.

There is some evidence that the primary goal for Russia in invading Crimea in 2014 was to secure control of Ukraine’s Natural Gas production projects in the Black Sea. Ukraine had been at the mercy of Russia’s energy “policy” for decades (which seems to consist mostly of what looks like : threat, supply cuts, blackmail, extortion, compromise, false accusation, unjustifiable price hikes), and now it was about to start developing a new sizeable domestic resource, and could conceivably become energy-independent. It could have been too much for Vladimir Putin to bear, thinking that Ukraine could become the masters and mistresses of their own energy destiny. He wanted the sales of that Natural Gas for himself, and deny Ukraine control over their own economy. Hence what has been described as the “theft” of energy company, oil and gas rigs, other utility holdings and the EEZ maritime exclusive exploitation zone out at sea. Oh Chornomornaftogaz !

If Russia establish control of the whole of Southern Ukraine, recognised or no, they will almost inevitably be seeking to exploit as much of the Black Sea Natural Gas as they can. It will be cleaner than Caspian gas, cheaper than Arctic gas, and easier to export as ship-laden LNG.

So, I ask again, why did Russia invade Ukraine ? To take advantage of ten to fifteen years of sweet, cheap Black Sea Natural Gas ? Is that really what this is actually about ?

The European Union has declared that they will wind down their use of Natural Gas, and develop Renewable Gas instead over the next decade. There will be a divorce from Russian gas, because of this policy, and as a reaction to the invasion of Ukraine.

I would argue however, that this policy is needed not just because of climate change, and not simply as a reaction to unjustifiable horrors of aggression. The future of gas sourced from Russia is either sour or stolen, and so the European Union has no choice but to wean itself away.

To support my theory, I would need to have access to gas composition analysis by the major oil and gas companies of Russia, and the countries surrounding the Caspian, Black Sea, Sea of Azov and Mediterranean Sea, and the companies working on oil and gas projects onshore and offshore in the region.

I have made a few enquiries, but nothing has emerged as yet.

Jumping off Mount Gideon

[Friends, I have suffered a little writer’s block, so I resolved to spark some creativity in myself by joining a little local writers group. The leader of the group suggested a title, I Googled the allegedly fictional location and found it existed, and that it was near a wind farm; and Google Maps led me to the rest of my research and inspiration for this piece. Caveat Lector : it’s fictional, even though a lot of it is factual. Also, it’s only a draft, but it needs to settle for a while before I can refine/sift it. ]

In the blue-green sun-kissed uplands, west of the sediment-spewing Chocolate River sprung at Petitcodiac village, and north of the shrunken Shepody Lake, its feeder tributaries re-engineered hundreds of years ago; north still of the shale flats jutting out into the Bay of Fundy, rises Mount Gideon, shrouded in managed native Canadian spruce, pine and fir. Part of the ranging, half-a-billion-year-old craton of the Caledonian Highlands of New Brunswick, it is solid ground, and its first European inhabitants must have been hardy. Looking up, the early settlers must have seen the once-bare hinterland looming over the mudstone and sandstone shoreline, with its steep gullied waterways carved by the receding pre-historic icesheets, and it must have been redolent of the mountainous “encampments of the just” [2] where the Biblical Gideon of the Book of Judges [3] trained his elite crack troops and plotted his revenge against the hordes of ravaging Midianites. The fur-trappers and gravel miners on the eve of the 18th Century built a community by the bay, and drove a winding road up through Mount Gideon’s ravines and over its heights, a byway long since eroded and erased and replaced by a functional forestry access track. Ethnic cleansing of the first-come Acadians in the summer of 1755 destroyed much of the larger settlements in the region of Chipoudy, henceforth anglicised to Shepody. Two groups of deportation vigilantes, originally tasked with taking prisoners, burned down the infrastructure and put to death those who hadn’t fled to the woods, and since that day, nobody really lives up on the mount, aside from the occasional lumberjack in his trailer home cached off New Ireland Road, and the odd temporary bivouac of touring hippy couples, en route from Hopewell Rocks to Laverty Falls on the Moosehorn Trail in the national park, via the Caledonia Gorge and Black Hole on the Upper Salmon River. These days there is no risk of social crisis, but an insidious slow-moving environmental crisis is underway. Streams falling from Mount Gideon, spider lines scratched on early parish maps, the West River and Beaver Brook, no longer flow year-round, and there’s very little freshwater locally, apart from a few scattered tarns, cradled in the impervious igneous, plutonic rock of the hinterland. Rainwater does support the timber plantations, for now, but drought and beetle are a rising threat, brought on by creeping climate change. Humans may no longer be setting fires, but Nature is, because human beings have interfered with the order of things.

Mount Gideon isn’t really a proper peak : from its summit it’s clear it’s only a local undulation like other protruding spine bones in the broad back of the hills. Its cap sprouts industrial woodland, planted in regular patterns visible from space, reached by gravel-bordered runnelled dirt track. The former ancient water courses that fall away sharply from the highest point on the weald are filled with perilously-rooted trees, leaning haphazardly out from the precipitous banks of the ravines. The plantations and roadside thickets obscure the view of Chignecto Bay and the strong-tided Minas Passage, where the tidal turbine energy project is still being developed. With no coastal horizon, this could be hundreds of kilometres from anywhere, in the centre of an endless Avalonian Terrane. A silvicultural and latterly agroforestry economy that grew from the wealth of wood eventually developed a dependence on fossil fuels, but what thin coal seams locally have long been exhausted, and the metamorphic mass underfoot salts no petroleum oil or gas beneath. Tanker ship and truck brought energy for tractor and homestead for decades, but seeing little future in the black stuff, local sparsely-populated Crown Land was designated for renewable energy. Just to the north of Mount Gideon lie the Kent Hills, a scene of contention and social protest when the wind farm was originally proposed. For some, wind turbines would mechanise the landscape, cause frequency vibration sickness, spark forest fires from glinting blades, induce mass migraine from flickering sweeps of metal. Windmills were seen as monsters, but sense prevailed, through the normal processes of local democracy and municipal authority, and even a wind farm expansion came about. It is true that engineering giants have cornered the market in the first development sweep of wind power – those hoping for small-scale, locally-owned new energy solutions to the carbon crisis have had to relent and accept that only big players have the economic power to kickstart new technologies at scale. There are some who suspect that the anti-turbine groups were sponsored secretly by the very firms who wanted to capitalise on the ensuing vacuum in local energy supply; and that this revolt went too far. There was speculation about sabotage when one of the wind turbine nacelles caught fire a while back and became a sneering viral internet sensation. When the shale gas 1970s extraction technology revival circus came to Nova Scotia, the wind power companies were thought to have been involved in the large protest campaign that resulted in a New Brunswick moratorium on hydraulic fracturing in the coastal lowlands. The geology was anyways largely against an expansion in meaningful fossil fuel mining in the area, and the central Precarboniferous massif would have held no gas of any kind, so this was an easily-won regulation, especially considering the risks to the Chignecto Bay fisheries from mining pollution.

TransAlta, they of “Clean Power, Today and Tomorrow”, sensed an prime moment for expansion. They had already forged useful alliances with the local logging companies during the development of Kent Hills Wind Farm, and so they knew that planning issues could be overcome. However, they wanted to appease the remnant of anti-technologists, so they devised a creative social engagement plan. They invited energy and climate change activists from all over Nova Scotia, Newfoundland, and the rest of Quebec to organise a pro-wind power camp and festival on the top of Mount Gideon. The idea was to celebrate wind power in a creative and co-operative way. The Crown Land was clearcut of trees as the first stage of the wind farm expansion, so the location was ideal. To enable the festival to function, water was piped to the summit, teepees and yurts were erected, and a local food delivery firm was hired to supply. The ambition of the cultural committee was to create an open, welcoming space with plenty of local colour and entertainment, inviting visitors and the media to review plans for the new wind farm. The festival was an international Twitter success, and attracted many North American, European and even Australasian revellers, although a small anarchist group from the French national territory in St Pierre et Miquelon created a bit of a diplomatic incident by accidentally setting fire to some overhanging trees in a ravine during a hash-smoking party.

Unbeknownst to the festival committee, a small and dedicated group of activists used the cover of the camp to plan a Gideon-style resistance to the Energy East pipeline plan. TransCanada wanted to bring heavy tar sands oil, blended with American light petroleum condensate, east from Alberta. The recent history of onshore oil pipelines and rail consignments was not encouraging – major spills had already taken place – and several disastrous accidents, such as the derailment and fireball at Plaster Rock, where the freight was routed by track to Irving Refinery. The original Energy East plan was to bring oil to the Irving Oil Canaport facility at Saint John, but a proposal had been made to extend the pipeline to the Atlantic coast. The new route would have to either make its circuitous way through Moncton, or cross under the Bay of Fundy, in order to be routed to Canso on the eastern side of Nova Scotia. The Energy East pipeline was already being criticised because of its planned route near important waterways and sensitive ecological sites. And the activist group had discovered that TransCanada had contracted a site evaluation at Cape Enrage on the western shore of the bay. Land jutted out into the water from here, making it the shortest crossing point to Nova Scotia. To route a pipeline here would mean it would have to cross Fundy National Park, sensitive fish and bird wading areas on the marshes and mudflats of the Waterside and Little Ridge, and cross over into the Raven Head Wilderness Area.

Gideon’s campaign had succeeded because of three things. His army had been whittled down to a compact, focused, elite force; they had used the element of surprise, and they had used the power of the enemy against itself. The activist group decided on a high level of secrecy about their alliance, but part of their plan was very public. They were divided into three groups : the Wasps, the Eagles and the Hawks. The Wasps would be the hidden force. They would construct and test drones, jumping off Mount Gideon, and flown out at night down the old river gullies, their route hidden by the topography, to spy on the TransCanada surface works. The plan was that when they had had enough practice the team would be ready to do this on a regular basis in future. If TransCanada did start building a pipeline here, the Wasps would be able to come back periodically and transport mudballs by drone to drop in the area. These squidgy payloads of dirt would contain special cultures of bacteria, including methanogens, that produce methane and other volatile chemicals. The environmental monitoring teams at the site would pick up spikes in hydrocarbon emissions, and this would inevitably bring into question the integrity of the pipeline. The Eagles would start a nationwide campaign for legal assistance, asking for lawyers to work pro bono to countermand the Energy East pipeline route, deploying the most recent scientific research on the fossil fuel industry, and all the factors that compromise oil and gas infrastructure. The Hawks would develop relationships with major energy investors, such as pension funds and insurance firms, and use public relations to highlight the risks of fossil fuel energy development, given the risks of climate change and the geological depletion of high quality resources. Nobody should be mining tar sands – the dirtiest form of energy ever devised. If TransCanada wanted to pipeline poisonous, toxic, air-damaging, climate-changing gloop all across the pristine biomes of precious Canada, the Mount Gideon teams were going to resist it in every way possible.

What the Mount Gideon teams did not know, but we know now, was that some of the activists at the camp were actually employees of the New Brunswick dynasties Irving and McCain. These families and their firms had saved the post-Confederation economy of the Maritime Provinces in the 20th Century, through vertical integration. Internally, within the Irving conglomerate, many recognised that fossil fuels had a limited future, even though some of the firms were part of the tar sands oil pipeline project. They were intending to take full advantage of the suspension of the light oil export ban from the United States for the purpose of liquefying Canadian heavy oils to make a more acceptable consumer product, as well as being something that could actually flow through pipes. They had held secret negotiations between their forestry units and the McCain family farming businesses. Research done for the companies had revealed that synthetic, carbon-neutral gas could be made from wood, grains and grasses, and that this would appeal to potential investors more than tar sands projects. They realised that if the Energy East project failed, they could step in to fill the gap in the energy market with their own brand of biomass-sourced renewables. They calculated that the potential for Renewable Gas was an order of magnitude larger than that of wind power, so they stood to profit as low carbon energy gained in popularity. Once again, in energy, big business intended to succeed, but they needed to do so in a way that was not confrontational. What better than to have a bunch of activists direct attention away from carbon-heavy environmentally-damaging energy to allow your clean, green, lean solutions to emerge victorious and virtuous ?

Peak Oil Redux

Peak conventional crude petroleum oil production is apparently here already – the only thing that’s been growing global total liquids is North American unconventional oils : tight oil – which includes shale oil in the United States of America – and tar sands oil from bitumen in Canada – either refined into synthetic crude, or blended with other oils – both heavy and light.

But there’s a problem with unconventional oils – or rather several – but the key one is the commodity price of oil, which has been low for many months, and has caused unconventional oil producers to rein in their operations. It’s hitting conventional producers too. A quick check of Section 3 “Oil data : upstream” in OPEC’s 2016 Annual Statistical Bulletin shows a worrying number of negative 2014 to 2015 change values – for example “Active rigs by country”, “Wells completed in OPEC Members”, and “Producing wells in OPEC Members”.

But in the short term, it’s the loss of uneconomic unconventional oil production that will hit hardest. Besides problems with operational margins for all forms of unconventionals, exceptional air temperatures (should we mention global warming yet ?) in the northern part of North America have contributed to a seizure in Canadian tar sands oil production – because of extensive wildfires.

Here’s two charted summaries of the most recent data from the EIA on tight oil (which includes shale oil) and dry shale gas production in the United States – which is also suffering.

Once the drop in North American unconventionals begins to register in statistics for global total liquids production, some concern will probably be expressed. Peak Oil just might be sharper and harder and sooner than some people think.

Andrea Leadsom : Energy Quadrilemma #2

Last week’s Energy Live News conference on 5th November 2015 was an opportunity to hear Andrea Leadsom, Minister of State for Energy at the UK Government’s Department of Energy and Climate Change (DECC) speak without notes, and she did a fine job of it. She must really believe what she said, or have been well-conditioned to rehearse what I considered to be a mix of practical reality and nonsense. The nonsense ? Well, for one thing, it appears that the UK Government still adheres to the crazy notion that nuclear power can rescue the country from blackouts.

After commenting on the previous day’s events in connection with the power grid, Andrea Leadom went on to discuss electricity transmission and demand side reduction measures. “Our policy mix is diversity.”, she said, “There is also the issue of transmission networks.” She didn’t say the word “electricity” before the word “transmission”, but that’s what she meant. She is clearly infected with the “energy is electricity” virus – a disease that makes most civil servants and government officials believe that the only energy worth talking about is electricity. Whereas, primary electricity providing energy for the UK amounts to less than 9% of the total. Compare this to the contribution of petroleum oil to the UK economy – at over 36% of primary input energy, and Natural Gas at 33%, and coal at just over 15.5%.

Andrea Leadsom admitted that – as regards electricity transmission networks went – “it was built for two generations ago, when you had a few [centralised] generators. Today, this has massively changed and [the grid] needs to continue to change, to enable local[ised] electricity generation. The other bit that’s vital is to look at our demand side. We’re not going to solve the energy problem by generating more power. Measures that the Government put in place very early to meet needs – demand reduction as well as energy efficiency…” I don’t know which government she was talking about, because the current Conservative Government have promised to support large industrial users of electricity with generous special assistance and the current organogram of DECC doesn’t even mention efficiency. The previous Coalition Government axed very successful home insulation schemes, and adopted the badly-formulated Green Deal, probably the worst policy for energy efficiency. Perhaps the Minister is referring to the efficiency of energy in use, rather than the reduction of energy use by efficiency ? There, I’d have to say that the government has done little to impact energy efficiency, as most of the initiatives that have been taken have been industry-led – commercial companies taking on projects like converting all their lighting. It is true however, that some public sector organisations have pursued energy efficiency, as, for example, the Government departments themselves have to show they are acting on energy use.

Andrea Leadsom continued, “The potential for domestic battery systems, and smart [meters], where it will be changes for you [the consumer]. We want technologies to be able to stand on their own two feet as soon as possible. Development policy needs to make sure that renewable energies succeed but at the lowest cost to consumers.” And here’s where the quadrilemma comes into focus : you need to spend capital, in other words, invest, in order to deploy new technologies. You can’t expect anything new to take off without support – whether that support comes from government subsidies or private or sovereign wealth funds or large independent investor funds. People talk about choice : if people want green energy, then green energy will be supplied. Most end users of energy say they want renewable energy, so you’d be forgiven for thinking that the choice has been makde, and that renewable energy technologies will roll out without any market intervention. The problem is that if you keep thinking that the “consumer” in the new energies market is the end user of power, heat and fuel, you’re missing the investment point. The “consumers” of new energies in the economy are the energy distributors. And they won’t buy new technologies with their own capital if they can avoid it. The reason is they need to keep their bargain with their shareholders and provide the highest returns in the form of dividends as possible. Capital investment is set at a low priority. And with any capital invested, there is the downside that, for a while at least, that capital is locked up in development of new energy plant, so almost inevitably, energy prices for consumers will rise to compensate the shareholders. You don’t get something for nothing. The enabler of last resort in energy has been assumed to be the government – who have offered a range of subsidies for renewable energy technologies. This has essentially been a bailout of the energy companies, but it seems clear that, apart from the new nuclear power programme, subsidies are now to be terminated. What, one might be tempted to ask, will precipitate new renewable energy investment, now that the subsidy programme for green power is being abandoned (and the potential for a green gas programme has been contracted) ?

Andrea Leadsom answered critics next, “There hasn’t been a U-turn on onshore wind [power development]. There was a level of concern regarding onshore development – we want[ed] to let local communities decide.”, although they didn’t like it when people in communities protested shale gas development, “We can’t simply say that onshore wind is the lowest cost – or put the cost onto consumers.” Leadsom clearly hasn’t understood the lack of capital investment from the privatised energy industry. Any correction to unpick that lack of investment will inevitably raise energy prices for British consumers – and Brits already pay the highest amount for electricity in Europe. She continued, “The trilemma poses huge issues, but offers huge opportunities.”

Then it was time for questions from the floor : “[Question] : Do you get the impression that some feel let down – [by your government] cutting green energy support ? [Answer] : We’ve been completely clear about de-carbonisation at the lowest cost. In May 2015 there was the decision about the Levy Control Framework,” [the instrument that caps the total amount added to consumer bills arising from the impact of government policy in any one year – expected to be held to ransom by new nuclear power subsidies over the next decade or so], “Those policy costs must paid by consumers, and they were expected to significantly exceed the limits by 2020,” [due to new nuclear power development, rather than new renewable energy projects], “We had to act. We remain committed to de-carbonisation – but it must be at the lowest cost.”

“[Question] : Your government was part of putting in place sweeteners to the energy industry for the purpose of incentivising investment for the last four years. The evidence is this [has worked] to stimulate investment, and they are now being withdrawn from renewable energy. Do you understand the frustration ? [Answer] : You can’t simply take the view that because industry says ‘we’re almost there’ that you need to unfairly burden the consumer. Deployment has exceeded projections…” and this is where Andrea Leadsom demonstrated that she had failed to understand. The projections of renewable energy development required to meet decarbonisation targets were partly based on projections of new nuclear power development. Assumption were made about the growth of new nuclear, within the context of the Levy Control Framework, and so the projections for renewable energies were made to be dependent on that, and consequently, the ambitions for renewable energy deployment were arbitrarily low. There was no “Path B” calculated, which would have taken into account the failure, or problems with the new nuclear power programme and given another level of projection for renewable energy.

Andrea Leadsom continued answering, “We’ve had lots of constructive discussion with industry,” but one wonders which parts of the renewable energy industry she means, and whether that only includes the very large players – as she certainly hasn’t consulted voters or consumers, “looking at other ways rather than throwing money at it [renewable energy]. [Question] : At the start your government colleagues said ‘there will be no subsidies for nuclear’. Now, clearly, there are [loan guarantee payments, Contracts for Difference and so on]. [Answer] : No, there’s been no U-turn on that. Hinkley Point C is a private investment, being funded by partners,” [ignoring the financial ill-health of EdF and Areva], “There will be no cost to the British billpayer until it generates”, [which is not quite accurate, because if the project fails, the government will reimburse the financiers], “You don’t want project risk.” And it is here that I nearly left the room. The design of Hinkley Point C is inherently risky, from safety and construction points of view. And the permission for the project to go ahead should never have been given, as the design is unproven. For the project to never even get built, or if it does get built, never be able to generator power, is the ultimate in project risk ! We need to increase British energy security, not risk it with big new nuclear power plant projects !

Questionners in the room continued, “[Question] : Does Her Majesty’s Treasury now control DECC ? [Answer] : No. It’s fantastic to have a Conservative-led DECC…[for policy direction] I would say demand-led subsidies without cost to the consumer.” Well ? Wouldn’t a “demand-led subsidy without cost to the consumer” amount to a return to the original Renewables Obligation ? Where electricity suppliers had to guarantee that a certain proportion of their supply was green power, and provide the certificates to prove it ? And there was no subsidy support to get this done ?

“[Questionner hammering the point] : Are you [in DECC] saying this is what we want, and George [Osborne, Chancellor of the Exchequer in the Treasury] says no ? [Answer] : All departments have to take cuts in public spending in order to get the economy back on track. We’re working constructively with the Treasury. [As far as past policies go it was a case of] if you throw money at it it will solve it – [but this is] not necessarily [so].” One of the reasons that subsidies for energy companies is a failed policy is because the situation has become one where the energy companies compete not to spend capital by blackmailing the government for subsidies. Nothing changes without subsidy, because the government has not stood firm and ordered mandated regulatory compliance with decarbonisation. In addition, it would need an agreement throughout the European Union to get change on this front – because energy companies would refuse to invest in the UK if the UK stop handing out subsidy candy for renewables.

“[Question from LSE] : Our students are considering careers in renewable energy. [Your government is] handing out £26 billion of fossil fuel subsidies. How will government develop at transition to renewables ? [Answer] : I disagree with you that the renewable energy section of the energy industry is cutting back. There is a massive pipeline of projects including offshore projects [in wind power”, [but smaller scale community and onshore projects have been rejected, which amounts to big energy companies winning all the rights to develop renewables], “What I would really like to see is [the development of] people moving between sectors. [The oil and gas industry has majored in] Aberdeen, [where there is also a] burgeoning offshore wind sector [so people could retrain].”

Then, Andrea Leadsom took a question about the costs of nuclear power, “[Question] : Hinkley Point C – when it finally operates – will be getting £92.50 per MWh [indexed with inflation]. Is this too much ? [Answer] : No. [Nuclear power is] absolutely reliable”, [not it isn’t – I’d recommend a look at performance of the current fleet of nuclear power plants in the UK], “It’s vital to the economy to have reliable sources of baseload power. It’s cheaper than offshore wind. Nuclear is absolutely key to it. France and our old fleets are now producing very, very cheap electricity…” Andrea Leadsom was clearly in a state of spiritual trance, because these are highly contestable factoids. The French government has just had to bail out their nuclear electricity industry, and their policy has turned away from nuclear for future power needs. Andrea Leadsom obviously doesn’t include the costs of decommissioning nuclear power plants and the disposal of the last 60 years of radioactive nuclear waste and radioactive waste nuclear fuel when she talks about the costs of nuclear power. This is a public subsidy that will need to be continued, because nobody else will handle this as there is no profit to be made from it. Well, some companies have tried to make a profit from nuclear waste and waste nuclear fuel in the UK, but it has always ended badly. We cannot just leave radioactive waste on the beach to burn away. We need to actively manage it. And that costs money that isn’t even an investment.

Nobel Chutzpah Prize 2015

The problem with climate change “deniers” and low carbon energy “sceptics” is that they cannot read.

Here’s Jo Nova, claiming that the United Nations and the World Bank are demanding $89 trillion “to fix climate”.

She writes, “The ambit claims know no bounds. Who else would ask for $89,000,000,000,000? If the evil “more developed” nations pay for their carbon sins, the bill for those 1.3 billion people works out at $70,000 per person by 2030 (babies included).”

A simple little diagram from the actual report and a little text, shows she is entirely wrong :-

From Section 2.1 “Infrastructure investment and global growth” :-

“The global economy will require substantial investments in infrastructure as the population and the middle class grow. An estimated US$89 trillion of infrastructure investment will be required through 2030, based on data from the International Energy Agency (IEA), the Organisation for Economic Co-operation and Development (OECD), and analysis for the Commission (see Figure 1). This is chiefly investment in energy and cities. This estimate for the required investment is before accounting for actions to combat climate change.”

That’s before accounting for actions to combat climate change, Ms Nova. Before. I know it’s probably clanging against your internal cognitive fences, but the fact is, the world needs to spend a heap of capital in the next 20 to 30 years reviving, replacing and renewing energy systems infrastructure. That spending has to happen regardless of whether it’s low carbon spending.

And let’s read the note on Figure 1 more carefully :-

“INCLUDING OPERATING EXPENDITURES WOULD MAKE A LOW-CARBON TRANSITION EVEN MORE FAVOURABLE LEADING TO A FURTHER REDUCTION OF US$5 TRILLION, FOR OVERALL POTENTIAL SAVINGS OF US$1 TRILLION”

So, Jo Nova, the world will actually be better off if it decides to make all new energy expenditure low carbon.

Positively Against Negative Campaigning

How to organise a political campaign around Climate Change : ask a group of well-fed, well-meaning, Guardian-reading, philanthropic do-gooders into the room to adopt the lowest common denominator action plan. Now, as a well-fed, well-meaning, Guardian-reading (well, sometimes), philanthropic do-gooder myself, I can expect to be invited to attend such meetings on a regular basis. And always, I find myself frustrated by the outcomes : the same insipid (but with well-designed artwork) calls to our publics and networks to support something with an email registration, a signed postcard, a fistful of dollars, a visit to a public meeting of no consequence, or a letter to our democratic representative. No output except maybe some numbers. Numbers to support a government decision, perhaps, or numbers to indicate what kind of messaging people need in future.

I mean, with the Fair Trade campaign, at least there was some kind of real outcome. Trade Justice advocates manned stall tables at churches, local venues, public events, and got money flowing to the international co-operatives, building up the trade, making the projects happen, providing schooling and health and aspirations in the target countries. But compare that to the Make Poverty History campaign which was largely run to support a vain top-level political attempt to garner international funding promises for social, health and economic development. Too big to succeed. No direct line between supporting the campaign and actually supporting the targets. Passing round the hat to developed, industrialised countries for a fund to support change in developing, over-exploited countries just isn’t going to work. Lord Nicholas Stern tried to ask for $100 billion a year by 2020 for Climate Change adaptation. This has skidded to a halt, as far as I know. The economic upheavals, don’t you know ?

And here we are again. The United Nations Framework Convention on Climate Change (UNFCCC), which launched the Intergovernmental Panel on Climate Change (IPCC) reports on climate change, oh, so, long, ago, through the person of its most charismatic and approachable Executive Secretary, Christiana Figueres, is calling for support for a global Climate Change treaty in 2015. Elements of this treaty, being drafted this year, will, no doubt, use the policy memes of the past – passing round the titfer begging for a couple of billion squid for poor, hungry people suffering from floods and droughts; proposing some kind of carbon pricing/taxing/trading scheme to conjure accounting bean solutions; trying to implement an agreement around parts per million by volume of atmospheric carbon dioxide; trying to divide the carbon cake between the rich and the poor.

Somehow, we believe, that being united around this proposed treaty, few of which have any control over the contents of, will bring us progress.

What can any of us do to really have input into the building of a viable future ? Christiana – for she is now known frequently only by her first name – has called for numbers – a measure of support for the United Nations process. She has also let it be known that if there is a substantial number of people who, with their organisations, take their investments out of fossil fuels, then this could contribute to the mood of the moment. Those who are advocating divestment are yet small in number, and I fear that they will continue to be marginal, partly because of the language that is being used.

First of all, there are the Carbon Disclosers. Their approach is to conjure a spectre of the “Carbon Bubble” – making a case that investments in carbon dioxide-rich enterprises could well end up being stranded by their assets, either because of wrong assumptions about viable remaining resources of fossil fuels, or because of wrong assumptions about the inability of governments to institute carbon pricing. Well, obviously, governments will find it hard to implement effective carbon pricing, because governments are in bed with the energy industry. Politically, governments need to keep big industry sweet. No surprise there. And it’s in everybody’s interests if Emperor Oil and Prince Regent Natural Gas are still wearing clothes. In the minds of the energy industry, we still have a good four decades of healthy fossil fuel assets. Royal Dutch Shell’s CEO can therefore confidently say at a public AGM that There Is No Carbon Bubble. The Carbon Discloser language is not working, it seems, as any kind of convincer, except to a small core of the concerned.

And then there are the Carbon Voices. These are the people reached by email campaigns who have no real idea how to do anything practical to affect change on carbon dioxide emissions, but they have been touched by the message of the risks of climate change and they want to be seen to be supporting action, although it’s not clear what action will, or indeed can, be taken. Well-designed brochures printed on stiff recycled paper with non-toxic inks will pour through their doors and Inboxes. Tick it. Send it back. Sign it. Send it on. Maybe even send some cash to support the campaign. This language is not achieving anything except guilt.

And then there are the Carbon Divestors. These are extremely small marginal voices who are taking a firm stand on where their organisations invest their capital. The language is utterly dated. The fossil fuel industry are evil, apparently, and investing in fossil fuels is immoral. It is negative campaigning, and I don’t think it stands a chance of making real change. It will not achieve its goal of being prophetic in nature – bearing witness to the future – because of the non-inclusive language. Carbon Voices reached by Carbon Divestor messages will in the main refuse to respond, I feel.

Political action on Climate Change, and by that I mean real action based on solid decisions, often taken by individuals or small groups, has so far been under-the-radar, under-the-counter, much like the Fair Trade campaign was until it burst forth into the glorious day of social acceptability and supermarket supply chains. You have the cyclists, the Transition Towners, the solar power enthusiasts. Yet to get real, significant, economic-scale transition, you need Energy Change – that is, a total transformation of the energy supply and use systems. It’s all very well for a small group of Methodist churches to pull their pension funds from investments in BP and Shell, but it’s another thing entirely to engage BP and Shell in an action plan to diversify out of petroleum oil and Natural Gas.

Here below are my email words in my feeble attempt to challenge the brain of Britain’s charitable campaigns on what exactly is intended for the rallying cry leading up to Paris 2015. I can pretty much guarantee you won’t like it – but you have to remember – I’m not breaking ranks, I’m trying to get beyond the Climate Change campaigning and lobbying that is currently in play, which I regard as ineffective. I don’t expect a miraculous breakthrough in communication, the least I can do is sow the seed of an alternative. I expect I could be dis-invited from the NGO party, but it doesn’t appear to be a really open forum, merely a token consultation to build up energy for a plan already decided. If so, there are probably more important things I could be doing with my time than wasting hours and hours and so much effort on somebody else’s insipid and vapid agenda.

I expect people might find that attitude upsetting. If so, you know, I still love you all, but you need to do better.

A lot of campaigning over the last 30 years has been very negative and divisive, and frequently ends in psychological stalemate. Those who are cast as the Bad Guys cannot respond to the campaigning because they cannot admit to their supporters/employees/shareholders that the campaigners are “right”. Joe Average cannot support a negative campaign as there is no apparent way to make change happen by being so oppositional, and because the ask is too difficult, impractical, insupportable. [Or there is simply too much confusion or cognitive dissonance.]

One of the things that was brought back from the […] working group breakout on […] to the plenary feedback session was that there should be some positive things about this campaign on future-appropriate investment. I think […] mentioned the obvious one of saying effectively “we are backing out of these investments in order to invest in things that are more in line with our values” – with the implicit encouragement for fossil fuel companies to demonstrate that they can be in line with our values and that they are moving towards that. There was some discussion that there are no bulk Good Guy investment funds, that people couldn’t move investments in bulk, although some said there are. […] mentioned Ethex.

Clearly fossil fuel production companies are going to find it hard to switch from oil and gas to renewable electricity, so that’s not a doable we can ask them for. Several large fossil fuel companies, such as BP, have tried doing wind and solar power, but they have either shuttered those business units, or not let them replace their fossil fuel activities.

[…] asked if the [divestment] campaign included a call for CCS – Carbon Capture and Storage – and […] referred to […] which showed where CCS is listed in a box on indicators of a “good” fossil fuel energy company.

I questioned whether the fossil fuel companies really want to do CCS – and that they have simply been waiting for government subsidies or demonstration funds to do it. (And anyway, you can’t do CCS on a car.)

I think I said in the meeting that fossil fuel producer companies can save themselves and save the planet by adopting Renewable Gas – so methods for Carbon Capture and Utilisation (CCU) or “carbon recycling”. Plus, they could be making low carbon gas by using biomass inputs. Most of the kit they need is already widely installed at petrorefineries. So – they get to keep producing gas and oil, but it’s renewably and sustainably sourced with low net carbon dioxide emissions. That could be turned into a positive, collaborative ask, I reckon, because we could all invest in that, the fossil fuel companies and their shareholders.

Anyway, I hope you did record something urging a call to positive action and positive engagement, because we need the co-operation of the fossil fuel companies to make appropriate levels of change to the energy system. Either that, or they go out of business and we face social turmoil.

If you don’t understand why this is relevant, that’s OK. If you don’t understand why a straight negative campaign is a turn-off to many people (including those in the fossil fuel industry), well, I could role play that with you. If you don’t understand what I’m talking about when I talk about Renewable Gas, come and talk to me about it again in 5 years, when it should be common knowledge. If you don’t understand why I am encouraging positive collaboration, when negative campaigning is so popular and marketable to your core segments, then I will resort to the definition of insanity – which is to keep doing the same things, expecting a different result.

I’m sick and tired of negative campaigning. Isn’t there a more productive thing to be doing ?

As far as I understand the situation, both the […] and […] campaigns are negative. They don’t appear to offer any positive routes out of the problem that could engage the fossil fuel companies in taking up the baton of Energy Change. If that is indeed the main focus of […] and […] efforts, then I fear they will fail. Their work will simply be a repeat of the negative campaigning of the last 30 years – a small niche group will take up now-digital placards and deploy righteous, holy social media anger, and that will be all.

Since you understand this problem, then I would suggest you could spend more time and trouble helping them to see a new way. You are, after all, a communications expert. And so you know that even Adolf Hitler used positive, convening, gathering techniques of propaganda to create power – and reserved the negative campaigning for easily-marginalised vulnerable groups to pile the bile and blame on.

The important thing as far as I understand it is that the “campaigning” organisations need to offer well-researched alternatives, instead of just complaining about the way things are. And these well-researched alternatives should not just be the token sops flung at the NGOs and UN by the fossil fuel companies. What do I mean ?

Well, let’s take Carbon Capture and Storage (CCS). The injection of carbon dioxide into old oil and gas caverns was originally proposed for Enhanced Oil Recovery (EOR) – that is – getting more oil and gas out the ground by pumping gas down there – a bit like fracking, but with gas instead of liquid. The idea was that the expense of CCS would be compensated for by the new production of oil and gas – however, the CCS EOR effect has shown to be only temporary. So now the major oil and gas companies say they support carbon pricing (either by taxation or trading), to make CCS move forward. States and federations have given them money to do it. I think the evidence shows that carbon pricing cannot be implemented at a sufficiently high level to incentivise CCS, therefore CCS is a non-answer. Why has […] not investigated this ? CCS is a meme, but not necessarily part of the carbon dioxide solution. Not even the UNFCCC IPCC reports reckon that much CCS can be done before 2040. So, why does CCS appear in the […] criteria for a “good” fossil fuel company ? Because it’s sufficiently weak as a proposal, and sufficiently far enough ahead that the fossil fuel companies can claim they are “capture ready”, and in the Good Book, but in reality are doing nothing.

Non-starters don’t just appear from fossil fuel companies. From my point of view, another example of running at and latching on to things that cannot help was the support of the GDR – Greenhouse Development Rights, of which there has been severe critique in policy circles, but the NGOs just wrote it into their policy proposals without thinking about it. There is no way that the emissions budgets set out in the GDR policy could ever get put into practice. For a start, there is no real economic reason to divide the world into developing and developed nations (Kyoto [Protocol]’s Annex I and Annex II).

If you give me some links, I’m going to look over your […] and think about it.

I think that if a campaign really wants to get anywhere with fossil fuel companies, instead of being shunted into a siding, it needs to know properly what the zero carbon transition pathways really are. Unequal partners do not make for a productive engagement, I reckon.

I’m sorry to say that this still appears to be negative campaigning – fossil fuel companies are “bad”; and we need to pull our money out of fossil fuel companies and put it in other “good” companies. Where’s the collective, co-operative effort undertaken with the fossil fuel companies ? What’s your proposal for helping to support them in evolving ? Do you know how they can technologically transition from using fossil fuels to non-fossil fuels ? And how are you communicating that with them ?

They call me the “Paradigm Buster”. I’m not sure if “the group” is open to even just peeking into that kind of approach, let alone “exploring” it. The action points on the corporate agenda could so easily slip back into the methods and styles of the past. Identify a suffering group. Build a theory of justice. Demand reparation. Make Poverty History clearly had its victims and its saviours. Climate change, in my view, requires a far different treatment. Polar bears cannot substitute for starving African children. And not even when climate change makes African children starve, can they inspire the kind of action that climate change demands. A boycott campaign without a genuine alternative will only touch a small demographic. Whatever “the group” agrees to do, I want it to succeed, but by rehashing the campaigning strategies and psychology of the past, I fear it will fail. Even by adopting the most recent thinking on change, such as Common Cause, [it] is not going to surmount the difficulties of trying to base calls to action on the basis of us-and-them thinking – polar thinking – the good guys versus the bad guys – the body politic David versus the fossil fuel company Goliath. By challenging this, I risk alienation, but I am bound to adhere to what I see as the truth. Climate change is not like any other disaster, aid or emergency campaign. You can’t just put your money in the [collecting tin] and pray the problem will go away with the help of the right agencies. Complaining about the “Carbon Bubble” and pulling your savings from fossil fuels is not going to re-orient the oil and gas companies. The routes to effective change require a much more comprehensive structure of actions. And far more engagement that agreeing to be a flag waver for whichever Government policy is on the table. I suppose it’s too much to ask to see some representation from the energy industry in “the group”, or at least […] leaders who still believe in the fossil fuel narratives, to take into account their agenda and their perspective, and a readiness to try positive collaborative change with all the relevant stakeholders ?

“Dear Dave, I don’t have time at the moment to answer all of Nigel Lawson’s layman ruminations, but I have written a few comments here (see below) which begin to give vent to frustration typical of that which his tactics cause in the minds of people who have some acquaintance with the actual science. The sheer volume of his output suggests an attempt to filibuster proper debate rather than foster it. To make life more complicated to those who wish to answer his what I think are absurd notions, he gives no accurate references to his supposed facts or cites any accredited, peer-reviewed documentation that could back up his various emotive generalisations and what appear to be aspersions. This essay is based on the text of a speech given to the Institute for Sustainable Energy and the Environment at the University of Bath.

There is something odd about the global warming debate — or the climate change debate, as we are now expected to call it, since global warming has for the time being come to a halt.

[ joabbess.com : Contrary to what Nigel Lawson is claiming, there is no pause – global warming continues unabated. Of this there can be no doubt. All of the data that has been assessed – and there is a lot of it – confirms the theoretical framework – so it is odd that Nigel Lawson states otherwise, seemingly without any evidence to substantiate his assertion. Nigel Lawson appears to be taking advantage of fluctuations, or short-term wrinkles, in the records of air temperatures close to the Earth, to claim that up is down, dark is light and that truth is in error. Why are temperatures in the atmosphere close to the Earth’s surface, or “surface temperatures”, subject to variability ? Because heat can flow through matter, is the short answer. The longer answer is the interplay between the atmosphere and the oceans, where heat is being transfered between parts of the Earth system under conditions of flows such as the movement of air and water – what we call winds and ocean currents. There are detectable patterns in the flows of air and water – and some are oscillatory, so the temperature (taken at any one time) may appear to wriggle up and down (when viewed over a period of time). Despite these wobbles, the overall trend of temperature over several decades has been reliably detected. Despite Nigel Lawson’s attention to air temperatures, they are probably the least significant in detecting global warming, even though the data shows that baseline air temperatures, averaged over time, are rising. The vast proportion of heat being added to the Earth system is ending up in the oceans :-

which indicates that circulatory patterns of heat exchange in the oceans have less effect on making temperatures fluctuate than the movement of masses of air in the atmosphere. This is exactly what you would expect from the study of basic physics. If you give only a cursory glance at the recent air temperatures at the surface of the Earth, you could think that temperatures have levelled off in the last decade or so, but taking a longer term view easily shows that global warming continues to be significant :-

What is truly astonishing about this data is that the signal shows through the noise – that the trend in global warming is easily evident by eye, despite the wavy shakes from natural variability. For Nigel Lawson’s information, the reason why we refer to climate change is to attempt to encompass other evidence in this term besides purely temperature measurements. As the climate changes, rainfall patterns are altering, for example, which is not something that can be expressed in the term global warming. ]

I have never shied away from controversy, nor — for example, as Chancellor — worried about being unpopular if I believed that what I was saying and doing was in the public interest.

But I have never in my life experienced the extremes of personal hostility, vituperation and vilification which I — along with other dissenters, of course — have received for my views on global warming and global warming policies.

For example, according to the Climate Change Secretary, Ed Davey, the global warming dissenters are, without exception, “wilfully ignorant” and in the view of the Prince of Wales we are “headless chickens”. Not that “dissenter” is a term they use. We are regularly referred to as “climate change deniers”, a phrase deliberately designed to echo “Holocaust denier” — as if questioning present policies and forecasts of the future is equivalent to casting malign doubt about a historical fact.

[ joabbess.com : Climate change science is built on observations : all historical facts. Then, as in any valid science, a theoretical framework is applied to the data to check the theory – to make predictions of future change, and to validate them. It is an historical fact that the theoretical framework for global warming has not been falsified. The Earth system is warming – this cannot be denied. It seems to me that Nigel Lawwon usurps the truth with myth and unsubstantiated rumour, casting himself in the role of doubting dissenter, yet denying the evidence of the data. He therefore self-categorises as a denier, by the stance of denial that he takes. His denial is also an historical fact, but calling him a denier is not a value judgement. It is for each person to ascribe for themselves a moral value to the kind of denial he expresses. ]

The heir to the throne and the minister are senior public figures, who watch their language. The abuse I received after appearing on the BBC’s Today programme last February was far less restrained. Both the BBC and I received an orchestrated barrage of complaints to the effect that it was an outrage that I was allowed to discuss the issue on the programme at all. And even the Science and Technology Committee of the House of Commons shamefully joined the chorus of those who seek to suppress debate.

[ joabbess.com : Considering the general apathy of most television viewers, it is therefore quite refreshingly positive that so many people decided to complain about Nigel Lawson being given a platform to express his views about climate change, a subject about which it seems he is unqualified to speak with authority of learning. He may consider the complaints an “orchestrated barrage”. Another interpretation could be that the general mood of the audience ran counter to his contributions, and disagreed with the BBC’s decisiont to permit him to air his contrarian position, to the point of vexation. A parallel example could be the kind of outrage that could be expressed if Nigel Lawson were to deny that the Earth is approximately spherical, that gravity means that things actually move out to space rather than towards the ground, or that water is generally warmer than ice. He should expect opposition to his opinions if he is denying science. ]

In fact, despite having written a thoroughly documented book about global warming more than five years ago, which happily became something of a bestseller, and having founded a think tank on the subject — the Global Warming Policy Foundation — the following year, and despite frequently being invited on Today to discuss economic issues, this was the first time I had ever been asked to discuss climate change. I strongly suspect it will also be the last time.

The BBC received a well-organised deluge of complaints — some of them, inevitably, from those with a vested interest in renewable energy — accusing me, among other things, of being a geriatric retired politician and not a climate scientist, and so wholly unqualified to discuss the issue.

[ joabbess.com : It is a mark of integrity to put you money where your mouth is, not an indicator on insincerity. It is natural to expect people who accept climate change science to be taking action on carbon dioxide emissions, which includes investment in renewable energy. ]

Perhaps, in passing, I should address the frequent accusation from those who violently object to any challenge to any aspect of the prevailing climate change doctrine, that the Global Warming Policy Foundation’s non-disclosure of the names of our donors is proof that we are a thoroughly sinister organisation and a front for the fossil fuel industry.

As I have pointed out on a number of occasions, the Foundation’s Board of Trustees decided, from the outset, that it would neither solicit nor accept any money from the energy industry or from anyone with a significant interest in the energy industry. And to those who are not-regrettably-prepared to accept my word, I would point out that among our trustees are a bishop of the Church of England, a former private secretary to the Queen, and a former head of the Civil Service. Anyone who imagines that we are all engaged in a conspiracy to lie is clearly in an advanced stage of paranoia.

The reason why we do not reveal the names of our donors, who are private citizens of a philanthropic disposition, is in fact pretty obvious. Were we to do so, they, too, would be likely to be subject to the vilification and abuse I mentioned earlier. And that is something which, understandably, they can do without.

That said, I must admit I am strongly tempted to agree that, since I am not a climate scientist, I should from now on remain silent on the subject — on the clear understanding, of course, that everyone else plays by the same rules. No more statements by Ed Davey, or indeed any other politician, including Ed Milliband, Lord Deben and Al Gore. Nothing more from the Prince of Wales, or from Lord Stern. What bliss!

But of course this is not going to happen. Nor should it; for at bottom this is not a scientific issue. That is to say, the issue is not climate change but climate change alarmism, and the hugely damaging policies that are advocated, and in some cases put in place, in its name. And alarmism is a feature not of the physical world, which is what climate scientists study, but of human behaviour; the province, in other words, of economists, historians, sociologists, psychologists and — dare I say it — politicians.

[ joabbess.com : Au contraire, I would say to Nigel Lawson. At root, climate change is very much a scientific issue. Science defines it, describes it and provides evidence for it. Climate change is an epistemological concern, and an ontological challenge. How we know what we know about climate change is by study of a very large number of results from data collection and other kinds of research. The evidence base is massive. The knowledge expressed in climate change science is empirical – based on observations – which is how we are sure that what we know is assured. There is still scope for uncertainty – will the surface temperatures rise by X plus or minus some Y, owing to the dynamic between the atmosphere, the oceans, the ice cover and the land masses ? The results of the IPCC assessments are that we pretty much know what X is, and we have an improved clarity on a range of values for Y. The more science is done, the clearer these numbers emerge. Knowledge increases as more science is done, which is why the IPCC assessments are making firmer conclusions as time passes. Climate change science does not make value judgements on its results. It concludes that sea levels are rising and will continue to rise; that rainfall patterns are changing and will continue to change; that temperatures are rising and will continue to rise under current economic conditions and the levels of fossil fuel use and land use. Science describes the outcomes of these and other climate changes. It is for us as human beings, with humanity in our hearts, to place a meaning on predicted outcomes such as crop and harvest failures, displacement of peoples, unliveable habitats, loss of plant and animal species, extreme weather. You cannot take the human out of the scientist. Of course scientists will experience alarm at the thought of these outcomes, just as the rest of society will do. The people should not be denied the right to feeling alarm. ]

And en passant, the problem for dissenting politicians, and indeed for dissenting climate scientists for that matter, who certainly exist, is that dissent can be career-threatening. The advantage of being geriatric is that my career is behind me: there is nothing left to threaten.

[ joabbess.com : Climate change science is not something you can “dissent” from if you are at all versed in it. For those who question any part of climate change science from inside the community of those who have appropriate knowledge and learning, their position is not one of dissent, but of being unable to assent completely to the conclusions of their peers. They lack a capacity to fully assent to the results of other people’s research because their own research indicates otherwise. As responsible members of the science community, they would then put their research conclusions and the research conclusions of others to the test. There is an integrity in this kind of questioning. It is a valid position, as long as the questions are posed in the language of scientific enquiry, and answered with scientific methods. For example, the Berkeley BEST team had questions about the evidence of global warming and set out to verify or falsify the results of others. Their own research led them to become convinced that their peers had been correct in the their conclusions. This is how science comes to consensus. Nigel Lawson should fund research in the field if he wishes to be taken seriously in denying the current consensus in climate change science. Instead of which, he invests in the publication of what appears to be uncorroborated hearsay and emotive politicking. ]

But to return: the climate changes all the time, in different and unpredictable (certainly unpredicted) ways, and indeed often in different ways in different parts of the world. It always has done and no doubt it always will. The issue is whether that is a cause for alarm — and not just moderate alarm. According to the alarmists it is the greatest threat facing humankind today: far worse than any of the manifold evils we see around the globe which stem from what Pope called “man’s inhumanity to man”.

[ joabbess.com : Nigel Lawson doesn’t need to tell anyone that weather is changeable and that climate changes. They can see it for themselves if they care to study the data. Climate change science has discovered that the current changes in the climate are unprecedented within at least the last 800,000 years. No previous period of rapid climate change in that era has been entirely similar to the changes we are experiencing today. This is definite cause for alarm, high level alarm, and not moderate. If there is a fire, it is natural to sound the alarm. If there is a pandemic, people spread the news. If there is a risk, as human beings, we take collective measures to avoid the threat. This is normal human precautionary behaviour. It is unreasonable for Nigel Lawson to insist that alarm is not an appropriate response to what is patently in the process of happening. ]

Climate change alarmism is a belief system, and needs to be evaluated as such.

[ joabbess.com : Belief in gravity, or thinking that protein is good to eat are also belief systems. Everything we accept as normal and true is part of our own belief system. For example, I believe that Nigel Lawson is misguided and has come to the wrong conclusions. The evidence lies before me. Is my opinion to be disregarded because I have a belief that Nigel Lawson is incorrect ? ]

There is, indeed, an accepted scientific theory which I do not dispute and which, the alarmists claim, justifies their belief and their alarm.

This is the so-called greenhouse effect: the fact that the earth’s atmosphere contains so-called greenhouse gases (of which water vapour is overwhelmingly the most important, but carbon dioxide is another) which, in effect, trap some of the heat we receive from the sun and prevent it from bouncing back into space.

Without the greenhouse effect, the planet would be so cold as to be uninhabitable. But, by burning fossil fuels — coal, oil and gas — we are increasing the amount of carbon dioxide in the atmosphere and thus, other things being equal, increasing the earth’s temperature.

But four questions immediately arise, all of which need to be addressed, coolly and rationally.

First, other things being equal, how much can increased atmospheric CO2 be expected to warm the earth? (This is known to scientists as climate sensitivity, or sometimes the climate sensitivity of carbon.) This is highly uncertain, not least because clouds have an important role to play, and the science of clouds is little understood. Until recently, the majority opinion among climate scientists had been that clouds greatly amplify the basic greenhouse effect. But there is a significant minority, including some of the most eminent climate scientists, who strongly dispute this.

[ joabbess.com : Simple gas chemistry and physics that is at least a century old is evidence that carbon dioxide allows sunlight to pass right through to warm the Earth, which then emits infrared light because it has warmed up. When the infrared radiation is emitted, the Earth cools down. Infrared is partially blocked by carbon dioxide, which absorbs it, then re-radiates it, partially back to the Earth, which warms up again. Eventually, the warming radiation will escape the carbon dioxide blanket, but because of this trapping effect, the net result is for more heat to remain in the atmosphere close to the Earth’s surface than you would expect. This is the main reason why the temperature of the Earth’s surface is warmer than space. As carbon dioxide accumulates in the atmosphere, the warming effect will be enhanced. This is global warming and it is undisputed by the overwhelming majority of scientists. Climate sensitivity, or Equilibrium Climate Sensitivity (ECS) is a calculated measure of the total temperature change that would be experienced (after some time) at the surface of the Earth for a doubling of atmospheric carbon dioxide concentrations compare to the pre-industrial age. The Transient Climate Response (TCR) is a measure of the temperature change that would be experienced in the shorter-term for a doubling of atmospheric carbon dioxide concentrations. The TCR can be easily calculated from basic physics. The shorter-term warming will cause climate change. Some of the changes will act to cool the Earth down from the TCR (negative feedbacks). Some of the changes will act to heat the Earth up from the TCR (positive feedbacks). These are some disagreements about the ECS, such as the net effects from the fertilisation effect of carbon dioxide on plant growth, the net effects of changes in weather and cloud systems, and the net effects of changes in ocean and atmospheric circulation. However, evidence from the deep past (paleoclimatology) is helping to determine the range of temperatures that ECS could be. ]

Second, are other things equal, anyway? We know that, over millennia, the temperature of the earth has varied a great deal, long before the arrival of fossil fuels. To take only the past thousand years, a thousand years ago we were benefiting from the so-called medieval warm period, when temperatures are thought to have been at least as warm, if not warmer, than they are today. And during the Baroque era we were grimly suffering the cold of the so-called Little Ice Age, when the Thames frequently froze in winter and substantial ice fairs were held on it, which have been immortalised in contemporary prints.

[ joabbess.com : The Medieval Warming Period (or Medieval Warm Period) was just a blip compared to the current global warming of the last 150 years. And the Little Ice Age was also a minor anomaly, being pretty much confined to the region of Europe, and some expect could have become the Rather Much Longer Icy Period had it not been for the use of fossil fuels, which warmed Europe up again. Burning coal and other fossil fuels releases carbon that would have originally been in the atmosphere in the form of carbon dioxide millions of years ago, that trees and other plants used to grow. Geological evidence shows that surface temperatures at those times were warmer than today. ]

Third, even if the earth were to warm, so far from this necessarily being a cause for alarm, does it matter? It would, after all, be surprising if the planet were on a happy but precarious temperature knife-edge, from which any change in either direction would be a major disaster. In fact, we know that, if there were to be any future warming (and for the reasons already given, “if” is correct) there would be both benefits and what the economists call disbenefits. I shall discuss later where the balance might lie.

There are tiny gems of positive outcomes, compared to a sand pit of negatives. Yes, of course it matters. The mathematics of chaos with strong perturbations to any system do not permit it to coast on a precarious knife-edge for very long. Sooner or later there will be a major alteration, and the potential for some milder probable outcomes will collapse. ]

And fourth, to the extent that there is a problem, what should we, calmly and rationally, do about it?

[ joabbess.com : The most calm and rational thing to do is to compile all the evidence and report on it. Oh yes, we’ve already done that. It’s called the Intergovernmental Panel on Climate Change or IPCC. The concluisons of the compilation of over 100 years of science is that global warming is real, and it’s happening now, and that there is a wide range of evidence for climate change, and indicators that it is a major problem, and that we have caused it, through using fossil fuels and changing how we use land. ]

It is probably best to take the first two questions together.

According to the temperature records kept by the UK Met Office (and other series are much the same), over the past 150 years (that is, from the very beginnings of the Industrial Revolution), mean global temperature has increased by a little under a degree centigrade — according to the Met Office, 0.8ºC. This has happened in fits and starts, which are not fully understood. To begin with, to the extent that anyone noticed it, it was seen as a welcome and natural recovery from the rigours of the Little Ice Age. But the great bulk of it — 0.5ºC out of the 0.8ºC — occurred during the last quarter of the 20th century. It was then that global warming alarmism was born.

And there are many scientific explanations for what he calls “fits and starts”, it’s just that they’re written in research papers, so he will probably never read them, going on his lack of attention to research publications in the past. ]

But since then, and wholly contrary to the expectations of the overwhelming majority of climate scientists, who confidently predicted that global warming would not merely continue but would accelerate, given the unprecedented growth of global carbon emissions, as China’s coal-based economy has grown by leaps and bounds, there has been no further warming at all. To be precise, the latest report of the Intergovernmental Panel on Climate Change (IPCC), a deeply flawed body whose non-scientist chairman is a committed climate alarmist, reckons that global warming has latterly been occurring at the rate of — wait for it — 0.05ºC per decade, plus or minus 0.1ºC. Their figures, not mine. In other words, the observed rate of warming is less than the margin of error.

[ joabbess.com : It is not valid for Nigel Lawson to claim that there has been “no further warming at all”. Heat accumulation continues to be documented. Where is Nigel Lawson’s evidence to support his claim that the IPCC is a “deeply flawed body” ? Or is that another one of his entirely unsubstantiated dismissals of science ? Does he just fudge the facts, gloss over the details, pour scorn on scientists, impugn the academies of science, play with semantics, stir up antipathy, wave his hands and the whole history of science suddenly vanishes in a puff of dismissive smoke ? I doubt it ! Nigel Lawson says “the observed rate of warming is less than the margin of error.” This is ridiculous, because temperature is not something that you can add or subtract, like bags of sugar, or baskets of apples, or Pounds Sterling to the Global Warming Policy Foundation’s public relations fund. Two degrees Celsius, or Centigrade, is not twice as warm as one degree Celsius. 30 degrees C doesn’t indicate twice as much heat as 15 degrees C, or require twice as much heating. The range of figures that Nigel Lawson is quoting, minus 0.05 degrees C plus or minus 0.1 degrees C, that is, somewhere between a cooling of 0.05 degrees C and a warming of 0.15 degrees C, is a calculation of temperature trends averaged over the whole Earth’s surface for the last 15 years :-

It is not surprising that over such a short timescale it might appear that the Earth as experienced a mild cooling effect. In the last 15 years there have been a couple of years far hotter than average, and these spike the calculated trend. For example, 1998 was much hotter than the years before or after it, so if you were just to compare 1998 with 2008, it would look like the Earth is cooling down. But who would be foolish enough to look at just two calendar years of the data record on which to base their argument ? The last 15 years have to be taken in context. In “Climate Change 2013 : The Physical Science Basis”, the IPCC report from Working Group 1, in the Summary for Policymakers, page 5, Section B1, the IPCC write :-

“In addition to robust multi-decadal warming, global mean surface temperature exhibits substantial decadal and interannual variability […] Due to natural variability, trends based on short records are very sensitive to the beginning and end dates and do not in general reflect long-term climate trends. As one example, the rate of warming over the past 15 years (1998–2012; 0.05 [–0.05 to 0.15] °C per decade), which begins with a strong El Niño, is smaller than the rate calculated since 1951 (1951–2012; 0.12 [0.08 to 0.14] °C per decade).” (El Niño is a prominent pattern of winds and ocean currents in the Pacific Ocean with two main states – one that tends to produce a warming effect on the Earth’s surface temperatures, and the other, La Niña, which has a general cooling effect.) ] In other words, in the last fifteen years, the range of rate of change of temperature is calculated to be somewhere between the surface of the planet cooling by 0.05 degrees Centigrade, up to warming by 0.15 degrees Centigrade :-

However, this calculation of a trend line does not take account of three things. First, in the last decade or so, the variability of individual years could mask a trend, but relative to the last 50 years, everything is clearly hotter on average. Secondly, temperature is not a “discrete” quantity, it is a continuous field of effect, and it is going to have different values depending on location and time. The temperature for any January to December is only going to be an average of averages. If you were to measure the year from March to February instead, the average of averages could look different, because of the natural variability. Thirdly, there are lots of causes for local and regional temperature variability, all concurrent, so it is not until some time after a set of measurements has been taken, and other sets of measurements have been done, that it is possible to determine that a substantial change has taken place. ]

And that margin of error, it must be said, is implausibly small. After all, calculating mean global temperature from the records of weather stations and maritime observations around the world, of varying quality, is a pretty heroic task in the first place. Not to mention the fact that there is a considerable difference between daytime and night-time temperatures. In any event, to produce a figure accurate to hundredths of a degree is palpably absurd.

[ joabbess.com : Nigel Lawson could be said to mislead in his explanation of what “a figure accurate to hundredths of a degree” implies. Temperature is measured on an arbitrarily decided scale. To raise the whole of the Earth surface temperatures by 1 degree Celsius requires a lot of extra trapped energy. The surface temperature of the Earth is increasing by the absorption of energy that amounts roughly to 2 trillion Hiroshima atombic bombs since 1998, or 4 Hiroshimas a second. That is not a small number, although it has to be seen in the full context of the energy flows in and out of the Earth system :-

Nigel Lawson credits the global temperature monitoring exercise as “heroic”, but then berates its quality. However, climate change scientists do already appreciate that there are differences between daytime and nighttime temperatures – it is called the diurnal range. Besides differences between years, it is known that there are also differences between seasons, and latitudes, and climatic zones. Scientists are not claiming an absolute single value for the temperature of the Earth, accurate to within hundredths of a degree – that’s why they always give a margin of error. What is astonishing from reviews of the data is something that Nigel Lawson has completely missed. Global warming appears to have fractal resolution – that is – at whatever geographical scale you resolve the data, the trend in most cases appears to be similar. If you take a look at some of the websites offering graphs, for example :-

the global warming trend is seen to be generally similar when averaged locally, regionally or at the global scale. This is an indicator that the global warming signal is properly being detected, as these trend lines are more or less what you would expect from basic physics and chemistry – the more carbon dioxide in the air, the more heat gets trapped, and the rate of carbon dioxide accumulation in the atmosphere has seen similar trendlines :-

The lessons of the unpredicted 15-year global temperature standstill (or hiatus as the IPCC calls it) are clear. In the first place, the so-called Integrated Assessment Models which the climate science community uses to predict the global temperature increase which is likely to occur over the next 100 years are almost certainly mistaken, in that climate sensitivity is almost certainly significantly less than they once thought, and thus the models exaggerate the likely temperature rise over the next hundred years.

[ joabbess.com : I repeat : there is no pause. The IPCC are not claiming that global warming has stopped, only that there is an apparent “hiatus” in global surface temperature averages. Some scientists have concluded from their work that Climate Sensitivity is less than once feared. However, Climate Sensitivity is calculated for an immediate, once-only doubling of carbon dioxide in the atmosphere, whereas the reality is that carbon dioxide is continuing to build up in the atmosphere, and if emissions continue unabated, there could be a tripling or quadrupling of carbon dioxide concentrations in the atmosphere, which would mean that you would need to multiply the Climate Sensitivity by 1.5 or 2 to arrive at the final top temperature – higher than previously calculated, regardless of whether the expected Climate Sensitivity were to be less than previously calculated. It is therefore illogical for Nigel Lawson to extrapolate from his understanding that Climate Sensitivity is lower than previously calculated to his conclusion that the final level of global warming will be lower than previously calculated. The more carbon dioxide we emit, the worse it will be. ]

But the need for a rethink does not stop there. As the noted climate scientist Professor Judith Curry, chair of the School of Earth and Atmospheric Sciences at the Georgia Institute of Technology, recently observed in written testimony to the US Senate:
“Anthropogenic global warming is a proposed theory whose basic mechnism is well understood, but whose magnitude is highly uncertain. The growing evidence that climate models are too sensitive to CO2 has implications for the attribution of late-20th-century warming and projections of 21st-century climate. If the recent warming hiatus is caused by natural variability, then this raises the question as to what extent the warming between 1975 and 2000 can also be explained by natural climate variability.”

[ joabbess.com : The IPCC reports constitute the world’s best attempts to “rethink” Climate Change. Professor Judith Curry, in the quotation given by Nigel Lawson, undervalues a great deal of her colleagues’ work by dismissing their valid attribution of Climate Change to the burning of fossil fuels and the change in land use. ]

It is true that most members of the climate science establishment are reluctant to accept this, and argue that the missing heat has for the time being gone into the (very cold) ocean depths, only to be released later. This is, however, highly conjectural. Assessing the mean global temperature of the ocean depths is — unsurprisingly — even less reliable, by a long way, than the surface temperature record. And in any event most scientists reckon that it will take thousands of years for this “missing heat” to be released to the surface.

[ joabbess.com : That the oceans are warming is not conjecture – it is a statement based on data. The oceans have a far greater capacity for heat retention than the atmosphere, so yes, it will take a long time for heat in the oceans to re-emerge into the atmosphere. However, the processes that directed heat into the oceans rather than the atmosphere in recent years could easily reverse, and in a short space of time the atmosphere could heat up considerably. In making his arguments, Nigel Lawson omits to consider this eventuality, which lowers considerably the value of his conclusions. ]

In short, the CO2 effect on the earth’s temperature is probably less than was previously thought, and other things — that is, natural variability and possibly solar influences — are relatively more significant than has hitherto been assumed.

[ joabbess.com : Nothing about science has changed. The Earth system continues to accumulate heat and respond to that. Carbon dioxide still contributes to the Greenhouse Effect, and extra carbon dioxide in the air will cause further global warming. The Transient Climate Response to carbon dioxide is still apparently linear. The Equilibrium Climate Sensitivity is still calculated to be roughly what it always has been – but that’s only for a doubling of atmospheric carbon dioxide. If more methane is emitted as a result of Arctic warming, for example, or the rate of fossil fuel use increases, then the temperature increase of the Earth’s surface could be more than previously thought. Natural variability and solar changes are all considered in the IPCC reports, and all calculations and models take account of them. However, the obvious possibility presents itself – that the patterns of natural variability as experienced by the Earth during the last 800,000 years are themseles being changed. If Climate Change is happening so quickly as to affect natural variability, then the outcomes could be much more serious than anticipated. ]

But let us assume that the global temperature hiatus does, at some point, come to an end, and a modest degree of global warming resumes. How much does this matter?

The answer must be that it matters very little. There are plainly both advantages and disadvantages from a warmer temperature, and these will vary from region to region depending to some extent on the existing temperature in the region concerned. And it is helpful in this context that the climate scientists believe that the global warming they expect from increased atmospheric CO2 will be greatest in the cold polar regions and least in the warm tropical regions, and will be greater at night than in the day, and greater in winter than in summer. Be that as it may, studies have clearly shown that, overall, the warming that the climate models are now predicting for most of this century (I referred to these models earlier, and will come back to them later) is likely to do more good than harm.

Global warming orthodoxy is not merely irrational. It is wicked.

Battle of the Lords

I don’t quite know what powers Lord Deben, John Gummer, but he looks remarkably wired on it. At this week’s PRASEG Annual Conference, he positively glowed with fervour and gumption. He regaled us with tales of debate in the House of Lords, the UK’s parliamentary “senior” chamber. He is a known climate change science adherent, and in speaking to PRASEG, he was preaching to the choir, but boy, did he give a bone-rattling homily !

As Chairman of the Committee on Climate Change, he is fighting the good fight for carbon targets to be established in all areas of legislation, especially the in-progress Energy Bill. He makes the case that emissions restraint and constraint is now an international business value, and of importance to infrastructure investment :-

“The trouble with energy efficiency is that it’s not “boys’ toys” – there’s no “sex” in it. It is many small things put together to make a big thing. We won’t get to a point of decarbonisation unless we [continuously] make [the case for] [continuous] investment. […] GLOBE [of which I am a member] in a report – 33 major countries – doing so much. […] Look at what China is doing. Now a competitive world. If we want people to come here and invest, we need to have a carbon intensity target in 2030 [which will impact] [manufacturing] and the supply chain. [With the current strategy, the carbon targets are] put down in 2020 and picked up again in 2050. Too long a gap for business. They don’t know what happens in between. This is not all about climate change. It is about UK plc.”

To supplement this diet of upbeat encouragement, he added a good dose of scorn for fellow Lords of the House, the Lords Lawson (Nigel Lawson) and Lord Ridley (Matt Ridley) who, he seemed to be suggesting, clearly have not mastered the science of climate change, and who, I believe he imputed, have lost their marbles :-

“Apart from one or two necessary sideswipes, I agree with the previous speaker. There is no need for disagreement except for those who dismiss climate change. [I call them “dismissers” as we should not] dignify their position by calling them “sceptics”. We are the sceptics. We come to a conclusion based on science and we revisit it every time new science comes our way. They rifle through every [paper] to find every little bit that suppports their argument. I’ve listened to the interventions [in the House of Lords reading of and debate on the Energy Bill] of that group. Their line is the Earth is not [really] warming, so, it’s too expensive to do anything. This conflicts with today’s World Meteorological Organization measurements – that the last decade has been the warmest ever. I bet you that none of them [Lords] will stand up [in the House of Lords] and say “Sorry. We got it wrong.” They pick one set of statistics and ignore the rest. It is a concentrated effort to undermine by creating doubt. Our job is constantly to make it clear they we don’t need to argue the case – the very best science makes it certain [but never absolute]. You would be very foolish to ignore the consensus of view. […] In a serious grown-up world, we accept the best advice – always keeping an eye out for new information. Otherwise, [you would] make decisions on worst information – no sane person does that.”

He encouraged us to encourage the dissenters on climate change science to view the green economy as an insurance policy :-

“Is there a householder here who does not insure their houses against fire ? You have a 98% change of not having a fire. Yet you spend on average £140 a year on insurance. Because of the size of the disaster – the enormity of the [potential] loss. Basic life-supporting insurance. I’m asking for half of that. If only Lord Lawson would listen to the facts instead of that Doctor of Sports Science, Benny Peiser. Or Matt Ridley – an expert in the sexual habits of pheasants. If I want to know about pheasants, I will first ask Lord Ridley. Can he understand why I go to a climatologist first ? [To accept his view of the] risks effects of climate change means relying on the infallibility of Lord Lawson […]”

He spoke of cross-party unity over the signing into law of the Climate Change Act, and the strength of purpose within Parliament to do the right thing on carbon. He admitted that there were elements of the media and establishment who were belligerently or obfuscatingly opposing the right thing to do :-

“[We] can only win if the world outside has certainty about institutional government. This is a battle we have taken on and won’t stop till we win it. [The Lord Lawson and Lord Ridley and their position is] contrary to science, contrary to sense and contrary to the principle of insurance. They will not be listened to, not now, until UK has reduced level of carbon emissions, and we have [promised] our grandchildren they they are safe from climate change.”

Phew ! That was a war cry, if ever there was one ! We are clearly in the Salvation Army ! I noted the attendance list, that showed several Gentlemen and Ladies of the Press should have been present, and hope to read good reports, but know that in some parts of the Gutter, anti-science faecal detritus still swirls. We in One Birdcage Walk were the assembly of believers, but the general public conversation on carbon is poisoned with sulphurous intent.

Yet again, the fossil fuel companies think they can get away with uncommented public relations in my London neighbourhood. Previously, it was BP, touting its green credentials in selling biofuels, at the train station, ahead of the Olympic Games. For some reason, after I made some scathing remarks about it, the advertisement disappeared, and there was a white blank board there for weeks.

This time, it’s Esso, and they probably think they have more spine, as they’ve taken multiple billboard spots. In fact, the place is saturated with this advertisement. And my answer is – yes, fuel economy is important to me – that’s why I don’t have a car.

And if this district is anything to go by, Esso must be pouring money into this advertising campaign, and so my question is : why ? Why aren’t they pouring this money into biofuels research ? Answer : because that’s not working. So, why aren’t they putting this public relations money into renewable gas fuels instead, sustainable above-surface gas fuels that can be used in compressed gas cars or fuel cell vehicles ?

Are Esso retreating into their “core business” like BP, and Shell, concentrating on petroleum oil and Natural Gas, and thereby exposing all their shareholders to the risk of an implosion of the Carbon Bubble ? Or another Deepwater Horizon, Macondo-style blowout ?

Meanwhile, the movement for portfolio investors to divest from fossil fuel assets continues apace…

A Question of Resilience

Again, the evil and greedy oil, gas and mining companies have proved their wickedness by manipulating public opinion, by directly financing conspiracy theorists who deny climate change science. The irony is tangibly acidic. The paranoid have actually been duped by a genuine conspiracy. They have drunk the Kool Aid; they have believed the lies; they have continued to communicate doubt. They think they are challenging corruption in high places, but what they are really doing is reinforcing apathy in the face of genuine risk.

The questions posed so unrelentingly by the climate change deniers have sewn a patchwork tapestry of disinformation, which continues to poison genuine dialogue and is undermining political progress. We cannot take these people with us into constructive engagement, and ask them to help us forge a broad consensus. It is as if they exist in a parallel universe. Some of us will continue to attempt to conduct dialogue, but will end up wasting our time. The documentation by the media is faulty, and perpetuates the success of the denier strategy of divide and rule.

But hold on a minute. There are problems with the stance of climate change denial, but what about the positioning of climate change activists ? Let’s try that first paragraph one more time :-

By casting the fossil fuel and mining corporations as wrongly motivated, by using negative emotive labels, the dominant narrative of political activists has failed, once again, to move us all forward. These kinds of revelations about underhand corporate public relations activities are by now unsurprising. The news cannot shock, although it may disgust. Yet, since nothing is offered to counter-balance or correct the inappropriate behaviour of the “fossil fuellers”, they win the game they invented, the game they wrote the rules for. Protesting at a petrol station achieves nothing of any note, not even when there’s a camera-friendly polar bear. We hear the message of pain, but there is no ointment. There is a disconnect between the gruesome discovery and any way out of this mess. The revelation of intent of the carbon dinosaurs, the recounting of the anti-democratic activities, does not result in change.

Environmental pollution is a “victimless” crime – no matter how much we sympathise or empathise with the plight of poisoned floating fish, dying bees, asthmatic kids, or cancer-laden people. Fines and taxes cannot rectify the scourge of environmental pollution, because there is no ultimate accountability. Regulation cannot be enforced. The misbehaviour just carries on, because there is systemic momentum. There is no legal redress (“due process” in Americanese) for those who are suffering the worsening effects of climate change, and there is no treaty that can be made to curb greenhouse gas emissions that anybody can be bound to by international sanctions.

And so when we hear the same old story – that the energy industry is propagandising – we cannot respond. We don’t know what we can do. We are paralysed. This narrative is so tired, it snores.

Truth may have been a victim, but the energy industry are also vulnerable – they are acting in self-defence mode. Let’s take the big vista in : there is stress in the global production of fossil fuel energy, and all routes to an easy fix, even if it’s only a short-term fix, are choked.

So let’s ask the question – why do the energy companies deceive ? Do they think they are being deceptive ? Why do fossil fuel miners seek to massage public opinion ? This is a question of resilience, of Darwinian survival – seeking advantage by altering policy by tampering with public assent. They believe in their product, they construct their mission – they are protecting their future profits, they’re making a living. They’re humans in human organisations. They’re not “evil”, “greedy” or “lying” – as a rule. There are no demons here, nor can we convincingly summon them.

Look at the activist game plan – we announce the deliberate actions of the fossil fuel companies to influence the political mandate. But these scandals are only ever voiced, never acted upon. They cannot be acted upon because those who care have no power, no agency, to correct or prevent the outcomes. And those who should care, do not care, because they themselves have rationalised the misdemeanours of the fossil fuellers. They too have drunk from the goblet of doubt. Amongst English-speaking politicians, I detect a good number who consider climate change to be a matter for wait-and-see rather than urgent measures. Besides those who continue to downplay the seriousness of climate change.

Look also at the difference between the covert nature of the support for climate change deniers, and the open public relations activities of the fossil fuel and mining companies. They speak in the right way for their audiences. That’s smart.

In time, the end of the fossil fuel age will become apparent, certain vague shapes on the horizon will come out of the blur and into sharp focus. But in the meantime, the carbon dinosaurs are taking action to secure market share, maintain the value of their stock, prop up the value of their shareholders’ assets. The action plan for survival of the oil, gas, coal and mining operations now includes the promotion of extreme energy – so-called unconventional fossil fuels, the once-dismissed lower quality resources such as tight gas, shale gas, shale oil and coalbed methane (coal seam methane). Why are the energy industry trying to gild the rotten lily ? Is the support for unconventional fossil fuels a move for certain countries, such as the United States of America, to develop more indigenous sources of energy – more homegrown energy to make them independent of foreign influence ? This could be the main factor – most of the public relations for shale gas, for example, seems to come from USA.

The answer could come by responding to another question. Could it be that the production of petroleum oil has in fact peaked – that decline has set in for good ? Could it be that the Saudis are not “turning off the taps” to force market prices, because in actual fact the taps are being turned off for them, by natural well depletion ? The Arab Spring is a marvellous distraction – the economic sanctions and military and democratic upheaval are excellent explanations for the plateau in global oil production.

It seems possible from what I have looked at that Peak Oil is a reality, that decline in the volumes of produced petroleum is inevitable. The fossil fuel producers, the international corporations who have their shareholders and stock prices to maintain, have been pushing the narrative that the exploitation of unconventional fossil fuels can replace lost conventional production. They have been painting a picture of the horn of plenty – a cornucopia of unconventional fossil fuels far exceeding conventional resources. To please their investors, the fossil fuel companies are lying about the future.

Sure, brute force and some new technology are opening up “unconventionals” but this will not herald the “golden age” of shale gas or oils from shale. Shale gas fields deplete rapidly, and tar sands production is hugely polluting and likely to be unsustainable in several ways because of that. There might be huge reserves – but who knows how quickly heavy oils can be produced ? And how much energy input is required to create output energy from other low grade fossil strata ? It is simply not possible to be certain that the volumes of unconventional fossil fuel production can match the decline in conventionals.

The facts of the matter need admitting – there is no expansion of sweet crude oil production possible. There’s no more crude – there’s only crud. And slow crud, at that.

Peak Oil is a geological fact, not a market artefact. The production levels of crude and condensate may not recover, even if military-backed diplomacy wins the day for the energy industry in the Middle East and North Africa.

Peak Oil has implications for resilience of the whole global economy – the conversion of social and trade systems to use new forms of energy will take some considerable time – and their integrity is at risk if Peak Oil cannot be navigated smoothly. Peak Oil is dangerous – it seems useful to deny it as long as possible.

It’s pretty clear that we’ve been handed lots of unreliable sops over the years. The energy industry promised us that biofuels could replace gasoline and diesel – but the realisation of this dream has been blocked at every turn by inconvenient failings. The energy industry has, to my mind, been deploying duds in order to build in a delay while they attempt to research and develop genuine alternatives to conventional fossil fuels – but they are failing. The dominant narrative of success is at risk – will all of this continue to hold together ? Can people continue to believe in the security of energy systems – the stability of trade and economic wealth creation ? Oh yes, people raise concerns – for example about disruption in the Middle East and North Africa, and then propose “solutions” – regime change, military support for opposition forces, non-invasive invasions. But overall, despite these all too evident skirmishes, the impression of resilience is left intact. The problem is being framed as one of “edge issues” – not systemic. It’s not clear how long they can keep up with this game.

The facade is cracking. The mask is slipping. BP and Centrica in a bout of hyper-realism have said that the development of shale gas in the UK will not be a “game changer”. It may be that their core reasoning is to drag down the market value of Cuadrilla, maybe in order to purchase it. But anyway, they have defied the American energy industry public relations – hurrah ! Shale gas is not the milk of a honey-worded mother goddess after all – but what’s their alternative story ? That previously under-developed gas in Iran and Iraq will be secured ? And what about petroleum ? Will the public relations bubble about that be punctured too ? Telling people about Peak Oil – how useful is that ? They won’t do it because it has to be kept unbelievable and unbelieved in order to save face and keep global order. Academics talk about Peak Oil, but it is not just a dry, technical question confined to ivory towers. Attention is diverted, but the issue remains. Looking at it doesn’t solve it, so we are encouraged not to look at it.

So, why do the energy industry purposely set out to manipulate public opinion ? Well, the reason for their open advertising strategy is clear – to convince investors, governments, customers, that all is well in oil and gas – that there is a “gas glut” – that the world is still awash in petroleum and Natural Gas – that the future will be even more providential than the past – that the only way is up. All the projections of the oil and gas industry and the national, regional and international agencies are that energy demand will continue to rise – the underlying impression you are intended to be left with is that, therefore, global energy supply will also continue to rise. Business has never been better, and it can only get more profitable. We will need to turn to unconventional resources, but hey, there’s so much of the stuff, we’ll be swimming in it.

But what is the purpose of the covert “public relations” of the energy industry ? Why do they seek to put out deception via secretly-funded groups ? When the truth emerges, as it always does in the end, the anger and indignation of the climate change activists is guaranteed. And angry and indignant activists can easily be ignored. So, the purpose in funding climate change deniers is to emotionally manipulate climate change activists – rattle their cages, shake their prison bars. Let them rail – it keeps the greens busy, too occupied with their emotional disturbance. By looking at these infractions in depth are we being distracted from the bigger picture ? Can we make any change in global governance by bringing energy industry deception to light ?

Even as commentators peddle conspiracy theories about the science and politics of a warming planet, the “leader of the free world” is inaugurated into a second term and announces action on climate change. Although progressives around the world applaud this, I’m not sure what concrete action the President and his elite colleague team of rich, mostly white, middle-aged men can take. I am listening to the heartbeat of the conversation, and my take away is this : by announcing action on climate change, Barack Obama is declaring war on the sovereignty of the oil and gas producing nations of the Middle East and North Africa.

You see, the Middle East and North Africa are awash in Natural Gas. Untapped Natural Gas. The seismic surveys are complete. The secret services have de-stabilised democracy in a number of countries now, and this “soft power” will assist in constructing a new narrative – that unruliness in the Middle East and North Africa is preventing progress – that the unstable countries are withholding Natural Gas from the world – the fossil fuel that can replace petroleum oil in vehicles when chemically processed, the fossil fuel that has half the carbon emissions of coal when generating electricity. Resources of Natural Gas need “protecting”, securing, “liberating”, to save the world’s economy from collapse.

Obama stands up and declares “war” on climate change. And all I hear is a klaxon alarm for military assault on Iran.

But even then, if the world turns to previously untapped Natural Gas, I believe this is only a short-term answer to Peak Oil. Because waiting in the wings, about ten years behind, is Peak Natural Gas. And there is no answer to Peak Natural Gas, unless it includes a genuine revolution in energy production away from what lies beneath. And that threatens the sustenance of the oil and gas industry.

No wonder, then, that those who fund climate change denial – who stand to profit from access to untapped fossil fuels, secured by military aggresssion in the Middle East and North Africa – also fund opposition to renewable energy. The full details of this are still emerging. Will we continue to express horror and distaste when the strategy becomes more transparent ? Will that achieve anything ? Or will we focus on ways to bring about the only possible future – a fossil-fuel-free energy economy ? This will always take more action than words, but messaging will remain key. The central message is one that will sound strange to most people, but it needs to be said : fossil fuels will not continue to sustain the global economy : all will change.

Funnily enough, that is exactly the summary of the statements from the World Economic Forum in Davos – only the world’s administration are still not admitting to Peak Fossil Fuels. Instead, they are using climate change as the rationale for purposeful decarbonisation.

Well, whichever way it comes, let’s welcome it – as long as it comes soon. It’s not just the survival of individual oil and gas companies that is at stake – the whole global economy is at risk from Peak Fossil Fuels – and climate change. I use the word “economy”, because that is the word used by MBAs. What I mean is, the whole of human civilisation and life on Earth is at risk from Peak Fossil Fuels and climate change. Unconventional fossil fuels are the most polluting answer to any question, and expansion of their use will undoubtedly set off “climate bombs“.

Don’t get me wrong – Natural Gas is a good bridge to the future, but it is only a transition fuel, not a destination. Please, can we not have war against Iran. Please let’s have some peaceful trade instead. And some public admissions of the seriousness of both Peak Fossil Fuels and climate change by all the key players in governance and energy.

How is your Australia ?

John and Jono: Resistance to coal in heat-afflicted Australia

It was predicted to be a hot summer in eastern Australia, with a return to dry El Nino conditions after two back-to-back wet La Nina years. And hot it has been indeed. Temperature records have tumbled across the country – including the hottest day, the longest heatwave, and the hottest four month period.

With heavy fuel loads heightening fire risks, bushfires have blazed across Tasmania, Victoria, NSW, South Australia and Queensland. The fires have wreaked devastation on communities, with homes, farmland and forest destroyed. Thankfully few human lives have been lost (unlike the Black Saturday bushfires of 2009), though many non-human neighbours were not so fortunate. Some 110,000 hectares burned and 130 houses were lost in the Tasmanian bushfires earlier this month, and fires still rage in Gippsland Victoria where over 60,000 hectares have burned so far. And we are only just over halfway through summer.

On January 12, the Australian Government-established Climate Commission released a short report entitled “Off the charts: Extreme Australian Summer heat”. The document concluded that:

“The length, extent and severity of this heatwave are unprecedented in the measurement record. Although Australia has always had heatwaves, hot days and bushfires, climate change has increased the risk of more intense heatwaves and extreme hot days, as well as exacerbated bushfire conditions. Scientists have concluded that climate change is making extreme hot days, heatwaves and bushfire weather worse.”

The Australian continent is one of climate change’s frontlines, and also a major source of its primary cause – fossil fuels.

While the mercury soared and the fires roared, a young translator from Newcastle called Jonathan Moylan issued a fake press release claiming that the ANZ bank, which is bankrolling a massive new coal project at Maules Creek in north western NSW, had withdrawn its loan. Whitehaven Coal’s share price plummeted temporarily before the hoax was uncovered, making national news.

This action did not come out of the blue, neither for Moylan personally nor for the various communities and groups that have for years been confronting (and been confronted by) the rapid expansion of coal and coal seam gas mining at sites across Australia.

The scale of fossil fuel expansion in Australia is astonishing. Already the world’s biggest coal exporter, planned mine expansion could see Australia double its output. The world’s largest coal port of Newcastle NSW has already doubled its capacity in the last 15 years and may now double it again. Mega-mines that are on the cards in the Galilee Basin in central Queensland would quintuple ship movements across the Great Barrier Reef, to 10,000 coal ships per year. If the proposed Galilee Basin mines were fully developed today, the annual carbon dioxide emissions caused by burning their coal alone would exceed those of the United Kingdom or of Canada. The implications of such unfettered expansion locally for farmland, forests, human health and aquatic life as well as globally for the climate are severe.

I have twice had the privilege of participating in a Christian affinity group with Moylan at coal protests. And at around the time of his ANZ stunt, John the Baptist’s ministry and the baptism of Jesus in the gospel of Luke were on the lectionary. For me, there have been some striking parallels between John and Jonathan (Jono).

John the Baptist lived in the wilderness. Jono the Activist has been camping for some time in Leard State Forest near Maules Creek, at a Front Line Action on Coal mine blockade.

John got himself locked up by criticising the behavior of Herod, the then ruler of Galilee (in what is now northern Israel). For making the announcement that ANZ should have made, Jono could now face a potential 10-year jail sentence or a fine of up to $500,000.

When followers suggested that John the Baptist might be the Messiah, he pointed away from himself and towards the Christ that was yet to come. When the spotlight has been shone onto Moylan, by the media and activists alike, he has repeatedly deflected the attention away from himself and towards the resistance of the Maules Creek community to the project and towards the impacts if the project goes ahead – the loss of farmland and critically endangered forest, the drawdown and potential contamination of the aquifer, the coal dust, the impacts on the global climate. And indeed, the way that Moylan has conducted himself in media interviews has I believe resulted in exposure about the Maules Creek project itself (which is currently under review by the federal Environment Minister) as well as some mainstream discussion about broader issues such as responding to the urgency of climate change, government planning laws and the rights of communities, and ethical investment.

In an opinion piece published today, Jono Moylan finishes by urging us to act:

“We are living in a dream world if we think that politicians and the business world are going to sort out the problem of coal expansion on their own. History shows us that when power relations are unevenly matched, change always comes from below. Every right we have has come from ordinary people doing extraordinary things and the time to act is rapidly running out.”

Whatever our age, ability or infirmity we can all play a part in such change from below.

Boris’ Entirely Accurate Assessment

It’s lucky for Londoners that we have a Mayor of the intellectual stature of Boris Johnson. Not only is he a fashion icon, a promotor of safe cycling, and a total sex god, especially dangling from high wires at Olympic Stadia wearing a rumpled suit, but he’s also a sheer genius on science. He’s as learned as the best taxi chauffeur in the City’s Square Mile, and not only that, he’s studied Earth Sciences in depth, and has so much wisdom from his knowledge, that he feels justified in challenging an entire pantheon of climatologists.

Here he is writing philanthropically, no doubt, for our general edification, in the Daily Telegraph online,

“…I am sitting here staring through the window at the flowerpot and the bashed-up barbecue, and I am starting to think this series of winters is not a coincidence. The snow on the flowerpot, since I have been staring, has got about an inch thicker. The barbecue is all but invisible. By my calculations, this is now the fifth year in a row that we have had an unusual amount of snow; and by unusual I mean snow of a kind that I don’t remember from my childhood: snow that comes one day, and then sticks around for a couple of days, followed by more. I remember snow that used to come and settle for just long enough for a single decent snowball fight before turning to slush; I don’t remember winters like this. Two days ago I was cycling through Trafalgar Square and saw icicles on the traffic lights; and though I am sure plenty of readers will say I am just unobservant, I don’t think I have seen that before. I am all for theories about climate change, and would not for a moment dispute the wisdom or good intentions of the vast majority of scientists. But I am also an empiricist; and I observe that something appears to be up with our winter weather, and to call it “warming” is obviously to strain the language…”

I must defer to the man – his memory is incredibly accurate, and the conclusions based on his impressions entirely valid. It cannot be true that in the winter of 1967-1968, for example, when he was a little brat, that snow was so deep and so treacherous in parts of London that cars could not drive up slopes steeper than about 25 degrees; and that the snow lasted for several weeks and caused major infrastructure disruption, especially when there was a second phase of snowfall. It cannot be true that winters in the UK in the late 1970s and early 1980s were really quite bad, because Boris cannot recall them, despite being nearly aged 50, unless of course, he grew up in another, more tropical part of the world.

As his claim to be an “empiricist” is backed up by his winter recollections, we can trust what he says about Piers Corbyn, obviously. Piers Corbyn, alone among his generation, perhaps, is reported by BoJo to believe that “global temperature depends not on concentrations of CO2 but on the mood of our celestial orb.” And he has a fascinating, entirely convincing explanation for recent hard winters, “When the Sun has plenty of sunspots, he bathes the Earth in abundant rays. When the solar acne diminishes, it seems that the Earth gets colder. No one contests that when the planet palpably cooled from 1645 to 1715 – the Maunder minimum, which saw the freezing of the Thames – there was a diminution of solar activity. The same point is made about the so-called Dalton minimum, from 1790 to 1830. And it is the view of Piers Corbyn that we are now seeing exactly the same phenomenon today.”

It’s all so simple, really, and we have to thank Piers Corbyn, shake his hand warmly, and thump him on the back to express our deep gratitude for explaining that history is repeating itself, all over again. Nothing, of course, has changed in the Earth’s atmosphere, so its composition couldn’t be accentuating the Greenhouse Effect, whereby minute amounts of Greenhouse Gases keep the surface of the planet above the 18 or 19 degrees Celsius below freezing point it would be otherwise.

So of course, just as he is right about solar activity being the primary driver of global temperatures today, just as it was clearly the only significant driver in the past, Piers Corbyn must be entirely correct about his predictions of future cooling, especially because he’s being quoted by Borish Johnson, on the website of a very well-read newspaper, no less, “We are in for a prolonged cold period. Indeed, we could have 30 years of general cooling.”

The Daily Telegraph have hit on a superb way of guaranteeing web hits. The strategy of setting a cool cat amongst the warming pigeons is even acknowledged by Mr Johnson himself, “all those scientists and environmentalists who will go wild with indignation on the publication of this article”.

But it appears that despite this clownish, jokey, provocative stance, Boris might actually believe there is something in Piers Corbyn’s analysis : “I am speaking only as a layman [a “layman” with a platform in a national newspaper, which pay him to write this stuff] who observes that there is plenty of snow in our winters these days, and who wonders whether it might be time for government [just a “layman” with some old university pals in the Cabinet] to start taking seriously the possibility – however remote – that Corbyn is right. If he is, that will have big implications for agriculture, tourism, transport, aviation policy and the economy as a whole.”

BoJo then dives off the psychological deep-end, “Of course it still seems a bit nuts to talk of the encroachment of a mini ice age. But it doesn’t seem as nuts as it did five years ago [oh yes, it does]. I look at the snowy waste outside, and I have an open mind.” Open minded ? About things that have been established as reality ? I suppose we should stay open minded about the entire field of Chemistry or Physics, then ? Or how about the Theory of Gravity ? Was Boris being open minded about gravity when he took to the harness and wire during London 2012 ?

Am I giving “oxygen” to the madness of the global warming deniers by writing about this truly ill-informed opinion from Boris Johnson ? The media are already giving more than enough oxygen to people in high office with quaint, outdated views. Should I be silent as major newspapers continue to pour forth ineptitude ?

Am I “scoring an own goal” by pointing out his piece is a travesty of the scientific facts ? No, I am pointing out that his article contains invalid scientific opinion.

When I first read this piece, I thought it was a parody, but now I’m not so sure. It appears to be a deliberate attempt to skew the confidence of other people – confidence in the main body of science, and the decades of patient work by people with thousands of data sets of measurements from the natural world, not just poor memories of winters past.

Herşeyi Yak : Burn Everything

There’s good renewable energy and poorly-choiced renewable energy. Converting coal-burning power stations to burn wood is Double Plus Bad – it’s genuiunely unsustainable in the long-term to plan to combust the Earth’s boreal forests just to generate electricity. This idea definitely needs incinerating.

Gaynor Hartnell, chief executive of the Renewable Energy Association recently said, “Right now the government seems to have an institutional bias against new biomass power projects.” And do you know, from my point of view, that’s a very fine thing.

Exactly how locally-sourced would the fuel be ? The now seemingly abandoned plan to put in place a number of new biomass burning plants would rely on wood chip from across the Atlantic Ocean. That’s a plan that has a number of holes in it from the point of view of the ability to sustain this operation into the future. Plus, it’s not very efficient to transport biomass halfway across the world.

And there’s more to the efficiency question. We shouldn’t be burning premium wood biomass. Trees should be left standing if at all possible – or used in permanent construction – or buried so that they don’t decompose – if new trees need to be grown. Rather than burning good wood that could have been used for carbon sequestration, it would be much better, if we have to resort to using wood as fuel, to gasify wood waste and other wood by-products in combination with other fuels, such as excavated landfill, food waste and old rubber tyres.

Co-gasifying of mixed fuels and waste would allow cheap Carbon Capture and Storage (CCS) or Carbon Capture and (Re)Utilisation (CCU) options – and so if we have to top up the gasifiers with coal sometimes, at least it wouldn’t be leaking greenhouse gas to the atmosphere.

No, we shouldn’t swap out burning coal for incinerating wood, either completely or co-firing with coal. We should build up different ways to produce Renewable Gas, including the gasification of mixed fuels and waste, if we need fuels to store for later combustion. Which we will, to back up Renewable Electricity from wind, solar, geothermal, hydropower and marine resources – and Renewable Gas will be exceptionally useful for making renewable vehicle fuels.

London Skies

Yesterday evening, I was caught by the intensity of the London Sky – there was little air movement in most of the lower summer-heat space above the city, and virtually no cloud except very high strands and sprurls and bones and smears.

Most of the cloud was clearly the result of aeroplane contrails – numerable to small children and their educational grandparents on various buses.

As the sun began to set, or rather, as the Earth rolled to curve away from facing the sun, the sky took on the colour of bright duck egg blue with a hint of pale green, and the sprays of high contrail-cloud took on a glorious orange-fuchsia colour with flashes of gold, bronze and vanadium reds, fading slowly to chromium reds as twilight approached.

At a certain moment, I understood something – as I watched an aeroplane high up, make its way west to Heathrow, the angle of the sunset showed its contrail as a murky ink, messing up the rest of the clouds as it brushstroked its way along, with its slate and muddy hues. As I watched, other parts of the clouds began to appear brown and grey, and since I knew that most of the cloud was jet engine exhaust that hadn’t moved because of the lack of high winds, I finally realised I was watching dirt, high up in the troposphere – careless, unthinking toxic waste.

Bosworth: “We are not going soft on coal”

At the annual Stop Climate Chaos coalition chin-wag on Friday 20th July 2012, I joined a table discussion led by Tony Bosworth of the environmental group Friends of the Earth.

He was laying out plans for a campaign focus on the risks and limitations of developing shale gas production in the United Kingdom.

During open questions, I put it to him that a focus on shale gas was liable to lay Friends of the Earth open to accusations of taking the pressure off high carbon fuels such as coal. He said that he had already encountered that accusation, but emphasised that the shale gas licencing rounds are frontier – policy is actively being decided and is still open to resolution on issues of contention. Placing emphasis on critiquing this fossil fuel resource and its exploitation is therefore timely and highly appropriate. But he wanted to be clear that “we are not going soft on coal”.

I suggested that some experts are downplaying the risks of shale gas development because of the limitations of the resource – because shale gas could only contribute a few percent of national fuel provision, some think is is unwise to concentrate so much campaign effort on resisting its development. Bosworth countered this by saying that in the near future, the British Geological Survey are expected to revise their estimates of shale gas resource upwards by a very significant amount.

He quoted one source as claiming that the UK could have around 55 years of shale gas resource within its borders. I showed some scepticism about this, posing the question “But can it be mined at any significant rate ?” It is a very common public relations trick to mention the total estimated size of a fossil fuel resource without also giving an estimate of how fast it can be extracted – leading to entirely mistaken conclusions about how useful a field, well or strata can be.

Tony Bosworth said that shale gas reserve estimates keep changing all the time. The estimate for shale gas reserves in Poland have just been revised downwards, and the Marcellus Shale in the United States of America has also been re-assessed negatively.

Bosworth said that although campaigners who are fighting shale gas development had found it useful to communicate the local environmental damage caused by shale gas extraction – such as ozone pollution, traffic noise, water pollution and extraction, landscape clearance – the best argument against shale gas production was the climate change emissions one. He said academics are still being recruited to fight on both sides of the question of whether the lifecycle emissions of shale gas are higher than for coal, but that it was becoming clear that so-called “fugitive emissions” – where gas unintentionally escapes from well works and pipeline networks – is the key global warming risk from shale gas.

Opinion around the table was that the local environmental factors associated with shale gas extraction may be the way to draw the most attention from people – as these would be experienced personally. The problem with centring on this argument is that the main route of communication about these problems, the film Gasland, has been counter-spun by an industry-backed film “Truthland”.

The Royal Society recently pronounced shale gas extraction acceptable as long as appropriate consideration was paid to following regulatory control, but even cautious development of unconventional fossil fuels does not answer the climate change implications.

There is also the extreme irony that those who oppose wind farm development on the basis of “industrialisation of the landscape” can also be the same group of people who are in favour of the development of shale gas extraction – arguably doing more, and more permanently, to destroy the scenery by deforestation, water resource sequestration and toxification of soils, air and water.

Tony Bosworth told the group about the Friends of the Earth campaign to encourage Local Authorities to declare themselves “Frack-Free Zones” (in a similar way to the “Fair Trade Towns” campaign that was previously so successful). He said that FoE would be asking supporters to demand that their local governments had a “No Fracking” policy in their Local Plans. It was suggested in the discussion group that with the current economic slowdown and austerity measures, that Local Authorities may not have the capacity to do this. Tony Bosworth suggested that in this case, it might be worth addressing the issue to church parish councils, who can be very powerful in local matters. It was pointed out that frequently, parish councils have been busy declaring themselves “Wind Free Zones”.

It was considered that it would be ineffective to attempt to fight shale gas production on a site-by-site direct action basis as the amount of land in the UK that has already and will soon be licenced for shale gas exploration made this impossible. Besides which, people often had very low awareness of the potential problems of shale gas extraction and the disruption and pollution it could bring to their areas – so local support for direct action could be poor.

One interesting suggestion was to create a map of the United Kingdom showing the watersheds where people get their tap supplies from superimposed on where the proposed shale gas exploration areas are likely to be – to allow people to understand that even if they live far away from shale gas production, their drinking water supplies could be impacted.

In summary, there are several key public relations fronts on which the nascent shale gas “industry” are fighting. They have been trying to seed doubt on low estimates of actual shale gas production potential – they have been hyping the potentially massive “gamechanging” resource assessments, without clear evidence of how accessible these resources are. They have also been pouring scorn on the evidence of how much damage shale gas could do to local environments. And they have also been promoting academic research that could be seen to make their case that shale gas is less climate-damaging than other energy resources.

Shale gas, and the issue of the risks of hydraulic fracturing for unconventional fossil fuels, is likely to remain a hot ecological topic. Putting effort into resisting its expansion is highly appropriate in the British context, where the industry is fledgeling, and those who are accusing Friends of the Earth and others of acting as “useful idiots” for the ambitions of the coal industry just haven’t taken a look at the wider implications. If shale gas is permitted dirty development rights, then that would open the gateway for even more polluting unconventional fossil fuel extraction, such as oil shale and underground coal gasification, and that really would be a major win for the coal industry.

Tillerson Talks It Down

Rex Tillerson, Chief Executive Officer of ExxonMobil, was recently invited to talk to the Council on Foreign Relations in the United States of America, as part of their series on CEOs.

His “on the record” briefing was uploaded to YouTube almost immediately as he made a number of very interesting comments.

Reactions were mixed.

The thing most commented upon was his handwaving away the significance of climate change – a little change here, a little change over there and you could almost see the traditional magician’s fez here – shazam – nothing to worry about.

In amongst all the online furore about this, was discussion of his continued Membership of the Church of Oil Cornucopia – he must have mentioned the word “technology” about seventy-five times in fifteen minutes. He clearly believes, as do his shareholders and management board, that his oil company can continue to get progressively more of the black stuff out of tar sands, oil shales or oil-bearing shale sediments and ever-tighter locked-in not naturally outgassing “natural” gas out of gas shales. At least in Northern America.

As numerous commentators with a background in Economics have claimed, well, the price of oil is rising, and that creates a market for dirtier, harder-to-reach oil. Obviously. But missing from their Law of Supply and Demand is an analysis of how oil prices are actually determined in the real world. It’s certainly not a free market – there are numerous factors that control the price of the end-product, gasoline, not least state sponsorship of industries, either through direct subsidies, or through the support of dependent industries such as car manufacture. At least in North America.

In the background, there is ongoing shuttle diplomacy between the major western economies and the assortment of regimes in the Middle East and North Africa (MENA) who still have the world’s largest pool of cleaner-ish petroleum under their feet. That, naturally, has an impact on supply and pricing : even though the strength of this bonding is not as tight-fast as it historically was, there appears to have been more of it since around 2005. Or at least, that’s when I first started monitoring it consciously.

In addition to that, there are only a limited number of players in the oil industry. It is almost impossible to break into the sector without an obscene amount of capital, and exceedingly good buddy-type relationships with everybody else in the field – including sheikhs you formerly knew from when you attended specialty schools. So, no, the market in oil is not free in any sense. It is rigged – if you’ll excuse the pun.

And then there’s foundational reasons why oil prices are artificial – and may not cause a boom in the “unconventional” production that Rex Tillerson is so excited about (in a rancher-down-the-farm kind of way). Oil is still fundamental to the global economy. In fact, the price of oil underpins most business, as oil is still dominant in the transportation of goods and commodities. Despite all the techno-wizardry, it is fundamentally more costly to drill for fossil fuels in shale, than from pressure wells where oil just gloops out of the ground if you stick a pipe in.

It’s not the drilling that’s the major factor – so the technology is not the main driver of the cost. It’s the put-up, take-down costs – the costs of erecting the infrastructure for a well, or putting underground shale heating or fracturing equipment in place, and the cleaning up afterwards. Some of the technologies used to mine shales for oil use an incredible amount of water, and this all needs to be processed, unless you don’t mind desecrating large swathes of sub-tropical scenery. Or Canada.

The price of oil production has a knock-on effect, including on the very markets that underpin oil production – so increasing oil prices have a cyclic forcing effect – upwards. It also has an impact on the prices of other essential things, such as food. One can see a parallel rise in the price of oil and the price of staple crops in the last few years – and the spiralling cost of grain wheat, rice and corn maize is not all down to climate change.

Oil companies are in a quandary – they need to have higher oil prices to justify their unconventional oil operations – and they also need good relationships with governments, who know they cannot get re-elected if too many people blame them for rising costs of living. Plus, there’s the global security factor – several dozen countries already have economies close to bust because of the cost of oil imports. There are many reasons to keep oil prices depressed.

Let’s ask that subtle, delicate question : why did Rex Tillerson espouse the attitudes he did when asked to go on the record ? Why belittle the effects of climate change ? The answer is partly to soothe the minds of American investors, (and MENA investors in America). If such a powerful player in the energy sector believes “we can adapt to that” about climate change, clearly behind-the-scenes he will be lobbying against excessive carbon pricing or taxation with the American federal administration.

And why be so confident that technology can keep the oil flowing, and make up for the cracks appearing in conventional supply chains by a frenzy of shale works ? Well, logically, he’s got to encourage shareholder confidence, and also government confidence, that his industry can continue to deliver. But, let’s just surmise that before he was shunted onto the stage in June, he’d had a little pre-briefing with some government officials. They would be advising him to show high levels of satisfaction with unconventional oil production growth (in America) – after all, this would act against the rollercoaster of panic buying and panic selling in futures contracts that has hit the oil markets in recent months.

So Rex Tillerson is pushed awkwardly to centre stage. Global production of oil ? No problem ! It’s at record highs (if we massage the data), and likely to get even better. At least in America. For a while. But hey, there’s no chance of oil production declining – it’s important to stress that. If everyone can be convinced to believe that there’s a veritable river of oil, for the forseeable future, then oil prices will stay reasonable, and we can all carry on as we are. Nothing will crash or burn. Except the climate.

Rex Tillerson’s interview on global (American) oil production may have been used to achieve several propaganda aims – but the key one, it seems to me, was to talk down the price of oil. Of course, this will have a knock-on effect on how much unconventional oil is affordable and accessible, and maybe precipitate a real peak in oil production – just the thing he’s denying. But keeping the price of oil within a reasonable operating range is more important than Rex Tillerson’s impact on the American Presidential elections, or even Rex Tillerson’s legacy.

BP Biofuels : Murders & Acquisitions ?

[ The empty billboard at Highams Park train station, that had previously boasted an advertisement for BP’s Olympic public relations mission, after I complained about it. ]

I can see it now – a shimmering summer London afternoon – the heat radiating from the newly constructed sports track, and all television eyes on the shiny BP Biofuels filling station.

Oh, you’ll have choice. Which “green” fuel shall we choose for the Olympic village van ? Bioethanol, biodiesel or biobutanol ? The bright white and metal filling station will be glowing like an saving angel in a storm, with the friendly, homely green and yellow BP star flower tattooed across it.

But while you’re drinking in the public relations, “Oh look ! BP goes green !”, you will be living a distraction, like a child hypnotised by glinting gemstones. You will not be looking further than the pump station podium, to the full context, where lies a narrative rich in troubling complexity, harrowing tales that somehow never quite make it to the bread-and-circus mainstream media.

1. BP Biofuels is growing by acquisition, not in-house development

It is clear from the outset that BP Biofuels is a greenwash mirage – the “world class” fossil fuel oil and gas company are not tending to dirty their engineers’ hands with actually making biofuels themselves. What BP Biofuels has been doing is leveraging their ecological reputation by making purchases of already-existing companies – for example, Tropical Bioenergia in Brazil.

Where they have entered into a more joint venture, things are a bit rocky, for example, at Vivergo Fuels in Hull, England, which was due to open in early 2012, no, I mean “late spring”, no actually “later in the year”.

And where they have been unable to acquire or merger, they’ve been taking to the law courts to suppress the competition, as with Gevo in Minnesota in the United States of America.

2. Land grabbing in the Brazilian Cerrado and the socioeconomic fallout

Although BP Biofuels are claiming that they are developing advanced biofuels with due care for sustainability, there are continuing problems with land use change in the Brazilian Cerrado, which is documented as displacing indigenous people, and perhaps even partly behind the murder of social activists in the region.

BP Biofuels is making use of the highly unequal Brazilian economy by using low-skilled or unskilled landless people in the area. As usual, the BP company reports focus on the safety of their employees – they claim that mechanisation of sugarcane harvesting is improving the wellbeing of their workers – but they are not addressing the economic disadvantage that forces people to work for extremely low wages in this business.

3. Ecosystem destruction by agrifuel/agrofuel farming

Sugarcane plantations have been highlighted as causing detrimental effects to soils, even causing stress on local water supplies.

4. The GM crop menace

At least one company specialising in the sale of agrochemicals, I mean genetically modified crops adapted for use with patented agrochemicals, is active alongside the BP Biofuels concerns. It is possible that there will be extensive crossover between the energy and GM crops companies – not only in the ownership of the genome of energy crops such as GM sugarcane, but also GM trees – to be used to build carbon credits for the large international companies growing plantations in Brazil.

5. Buggy biofuels will remain a niche in the vehicle fuel market

Biofuels made by any process that involves microorganisms suffer from one unique problem – speed – or rather, lack of it. There does not appear to be much evidence that any bio-activated production of biofuels – whether it be fermentation for ethanol, or algae grown for oil – can be sped up. This indicates that biofuels grown from bugs are likely to remain relatively small-scale in the global fuels markets – adding weight to the arguments from companies such as BP for drilling for fossil fuels in the Arctic Ocean and offshore in Africa, South America and Asia.

This Is My Thesis

I have recently been awarded a postgraduate Master of Science (MSc) degree, and several of my contacts suggested that I might consider studying for the academic qualification of Doctor of Philosophy (PhD). To be awarded a doctorate, I would need to make a valuable contribution to the body of knowledge and achievement in my chosen field. I do not think that paper-based research on its own would count as taking collective human understanding a step further, and so I must consider what forms of theorising, construction, engineering, creation, experimentation, configuration, data collection, analysis and argumentation I would need to make accomplishments in, in order to gain the good review of my peers, and the acceptance of my skill. It is not enough to love Wisdom, she has to be sought out, and introduced to your friends.

My first instinct is collaborative – how can I find a place where I can nurture my learning and strategy, in co-operation with others – where I can find a welcome, and make statements and discoveries that gain me a status, get me recognition ? I want to shine, in order to become useful, to serve my fellow woman and man. I don’t want to be competitive, winning out over others, but be part of a vanguard, a flight formation, spurring each other on to make progress together, striving as a group. I’m not ambitious, except for truth, beauty and good technology. I can share acclaim and I want to bring everybody with me. We can, standing elbow to elbow, vanquish destructive forces.

Yet, this proud, altruistic aim, to be part of the pack of pioneers, to offer something helpful, is marred by reality. Whilst I want to be constructive, others adopt divisiveness, in order to isolate outliers, and clamber over others to win the crown. I must not only reserve my right to speak against the herd, I must also wield it. I am relegated to the Zone of Insignificance, the people whose voices do not count because they articulate criticism. I do not want to join those who act as if they have the only viable formulation of reality – with their patronising stance – offering to host the public conversation, claiming they are at the centre of the debate, whilst at the same time undermining others with clever cynicism and sneering dismissal of those who will not join them.

I cannot be bought, and neither can I be seduced into a false alliance. I will not support meta-narrative, nor other contrivances. But this leaves me conflicted. One of the most significant problems with public discourse on science and technology in relation to resource limits and environmental damage is the persistence of the “anti” lobby – those people who feel bound to continue to be negative about things that have not yet been resolved. Many have been anti-nuclear, anti-fossil fuels, anti-coal, anti-energy companies, anti-Government policy, anti-hijacking of the United Nations process on climate change by economists. These voices, these positions, are important, but do not own the platform, and so they continue to rage. It is impossible to make progress without having something to rally around, to have a positive flag to muster under, but people with genuine influence continue to mis-step in their proposals and policies.

I want to bridge the gaps between the social groupings – I need to – in order to offer a way forward that can put some of the anti-thesis to bed, and galvanise efforts towards real, workable, cost-effective solutions. A genuine peoples movement for progress can accrete consensus, enormous non-hierarchical power, and can even draw in its detractors if it can be seen to be working. I am going to have to step out in faith, and at much risk – for I am going to attempt to join together the direction of the energy sector with the concerns of the environmentalists. I am not going to use a marketing strategy, nor sell a public relations pill to financiers and investment funds. I am not going to paint a green picture that has no details or exists only in a dream world. I am fairly certain that everybody is going to hate me, at least for a while, but in the end, I hope they will see that I am right, as I feel I am not generally mistaken.

Since I expect to be slighted and put down, and for people to work to marginalise me, I do not expect to be adopted by an academic institution or an energy or engineering company in the pursuit of my goals. In fact, I would resist such appropriation, for I am intellectually liberated. So, my work will not be accorded a standard accolade by a respectable institution or corporate body, and in fact, since that is the case, I can choose to work in any way that I see fit. Since, according to many scientists, we do not have much time to gain global assent for workable climate change solutions, as we must have a peak in greenhouse gas emissions in the near term, I cannot measure out five or seven years to complete a body of work which would then be reviewed. Instead, I shall publish in stages, and take peer review, including negative criticism, if any should be offered, as I go.

Although I wish to be practical rather than purely written, I shall not have much access to the funds, laboratories or engineering workshops where I could do the work myself. Instead, I shall have to ask questions of those who are already doing the work I am following, and try to ascertain their progress, and make my recommendations for their advancement. I seek to investigate live uses of the technology and systems I write about – as I expect them to be put to use before I have completed documenting them. My work will therefore be literature, but I want my intelligence to be fully accessible, so I will not use academic forms of composition. I shall write in what I hope is an easy, open way, and provide a mechanism for reply. I am going to offer my work by subscription, and I hope that those who register to receive my report in sections, will participate in making my work better.

The human race needs to be for something, not merely against, in all the myriad multitude of complaints that rise up like evaporating water, or steam from boiling pots, all and every day. However, a false unity, or a crooked one, cannot help us. We need to use what we’ve already got, and only imagine small gains in technological prowess. We should stop believing in public relations and advertising. We should stop being lulled into passivity by those glossing over our concerns, or those outspending logic. We should not give up in the face of overwhelming ineptitude and embedded vested interests. We cannot overhaul everything overnight, and somebody’s got to pay for change, and so they had better be the right changes. We need to be pragmatic, and not overreach, nor over-commit ourselves where technology could fail.

The Really Inconvenient Truth For The GWPF – Debunking GWPF Briefing Paper No1

This is the sixth post in a series examining the UK-registered educational charity and climate denial 'think-tank' Global Warming Policy Foundation (GWPF). Previous posts (1, 2, 3, 4, 5) have identified very serious shortcomings and it is now make-or-break time for the GWPF's reputation.

GWPF Briefing Paper No1 – The Really Inconvenient Truth' will be a good test for this because “the GWPF is proud to publish this dispassionate but devastating critique of UK climate change policies, and of the alleged basis on which those policies rest.”

So says the foreword written by Lord Lawson of Blaby, the founder of the GWPF. Such a statement pretty much overrules the disclaimer that appears on the cover of these Briefing Papers (that views expressed are those of the author not the GWPF).

So will GWPF pride come before a fall?

REALLY INCONVENIENT AND REALLY TRUE?

The author of Briefing Paper No1 is Lord Andrew Turnbull, a retired senior civil servant and a GWPF Trustee. Turnbull has a “unique authority” for the task according to Lord Lawson. But a “unique authority” may not be adequate because the subject of Briefing Paper No1 encompasses not just UK climate change policy, but also the entirety of the work of the UN IPCC. Now that is a whole lot of subject-matter!

The Really Inconvenient Truth which Turnbull attempts to convey is that the basis for UK climate policy is shaky because it rests solely on the IPCC's findings. “The propositions of the IPCC do not bear the weight of certainty with which they are expressed,” he says.

However Turnbull is at pains to describe what he is attempting in Briefing Paper No1. He wishes only to point out the doubts and flawed procedures that exist. He does not seek to “replace“ the IPCC “propositions” with alternative propositions.

That is what he says. But what does he then do?

The gargantuan task Turnbull tackles in Briefing Paper No1 requires a seriously focused analysis but there is none of that here. Briefing Paper No1 is a sweeping account of the subject that strongly advances alternative “propositions.

In essence, Turnbull's message is that “the IPCC view is a narrowly-based and over-simplified one … downplaying the role of natural forces.” The alternative view he advances sees a less dramatic climate change that would allow the world to adapt without reducing greenhouse gas emissions. Turnbull concludes (quoting the GWPF's inaugural lecture) that the IPCC view “is impossible to accept.”
Logic dictates this is a call for its “replacement.

As already mentioned, Briefing Paper No1 analyses IPCC work in its entirety. It thus covers the science, the climatic impacts and the policy responses.

These will be examined here in reverse order – kind of upside-down.

1 POLICY RESPONSES

Turnbull argues at some length for what he calls “no regret” mitigation policies to reduce CO2 emissions, policies which would not impact greatly on the UK economy. Yet Turnbull is entirely disinterested in the CO2 reductions that such minimal policies would achieve. It really does beg the question why he argues for any mitigation policies at all.

Indeed he talks briefly of preferring “adaptation” policies, pointing to the Institute of Civil Engineers who allegedly think that too little attention is paid to “adaptation.” Confusingly, Turnbull gives no source for this allegation. So is he referring to the UK's Institute of Civil Engineers? It is strange if he is. Their policy statements on climate change are unequivocal and wholly opposite to Turnbull's allegation. This is true even in their 2008 statement Adapting the UK to Climate Change (whose title may have given rise to Turnbull's confusion, perhaps a new take on 'judging a book by its cover.').

2 CLIMATIC IMPACTS

Turnbull deals quickly with the IPCC work on climatic impacts. He calls it shabby and quotes twice the Inter Academy Council (IAC) Report 2010 on the IPCC. This time Turnbull's source is referenced so there is no mistaking Turnbull's misinterpretations.

Turnbull makes here two accusations.

Firstly he says the IAC strongly criticise the IPCC WG2 for using non-peer-reviewed material. On this Turnbull is wrong. The IAC say using such “gray” literature is “relevant and appropriate” and is only criticising particulars of how it is used!

Turnbull's second quote (from the IAC Executive Summary) is about the IPCC's use of unsupported or unclear probability assessments within the WG2 Summary for Policy Makers. Any reader of this WG2 Summary will see it is only a summary. It's probability statements are shoddy work but not the shabby underhand work of deception that Turnbull describes.

This second IAC quote is used to back up Turnbull's otherwise unsupported accusations of “a consistent pattern of cherry-picking, exaggeration, highlighting extremes and failure to acknowledge beneficial effects.” Here Turnbull is entirely at odds with the IAC report which never makes any such comment or anything remotely in this vein.

Indeed the IAC begins its conclusions “The Committee concludes that the IPCC assessment process has been successful overall and has served society well” showing Turbull's intemperate tirade against the IPCC WG2 is entirely preposterous!

3 THE SCIENCE

On the science, Turnbull concludes that the IPCC “sees calamity just around the corner, producing calls for dramatic and early CO2 reduction.” This is a blunt but fair assessment.

Yet Turnbull goes on to make many strong but largely unsupported accusations against the IPCC science. He says it ignores 'huge controversy', relies on 'unproven assumptions' since it ' ignored' certain possibilities. He says its findings have been 'strongly challenged' and cites “some scientists … many scientists” who hold alternative views. And for good measure Turnbull also rounds on the Hockey Stick curve, as did GWPF Briefing Paper No3.

None of this has any substance to it. The “many scientists” (in fact one misguided scientist working outside his specialism) was debunked  in Part 5 of this series.

As for the “some scientists,” again only one of these is named – climate 'skeptic' Professor Richard Lindzen (who is a member of the GWPF's Academic Advisory Council). It is difficult to support the idea that Lindzen's work has been ignored by the IPCC. Lindzen's work contributed to the 2007 IPCC report within two different chapters and he was even a Lead Author in the 2001 IPCC report on the very chapter relevant to Turnbull's comments.

While Turnbull makes no reference to any particular piece of work by Lindzen (and there continues to be a lot of that), it is safe to say that the available work relevant to Turnbull's discussion had been already shown as entirely flawed scientifically well before Briefing paper No1 was published.
 

THE REALY INCONVENIENT TRUTH FOR TURNBULL & THE G.W.P.F.

Be it in the science, the climate impacts or the policy responses, there is but one good word that can be said about GWPF Briefing Paper No1 – it is consistent.

It is consistent in being always wrong!

The same appears to be the case generally with GWPF Briefing Papers which have all now been reviewed by this series – consistently wrong and entirely flawed.

The 'debunking' process could be continued to other GWPF publications, searching for the merest hint of some improvement in its reporting, some publications that might show at least some merit. But enough is enough.

GWPF is a UK-registered charity. If a UK charity uses controversial materialsuch material must be factually accurate and have a well-founded evidence base” (emphasis added). Yet all GWPF Briefing Papers have been shown to be riven with controversial material that is in no way factual or well-founded in evidence.

This is made worse because the charitable “purpose” of the GWPF is to “advance the public understanding of global warming and of its possible consequences, and also of the measures taken or proposed to be taken in response to such warming” (emphasis added).

For an educational charity to be spreading so much untruth and error is surely unacceptable, even scandalous. It is evidently a significant non-compliance that impacts on the public trust in UK charities generally. On this basis, a formal complaint will now be made and pursued with the UK Charity Commission.

There does also remain one as-yet unasked question.

Why would a bunch of respected and otherwise sensible people make such fools of themselves in this manner?

Moving towards a logical conclusion

Although I consider him to be an enemy of the people by being a key architect of the privatisation of the UK’s National Health Service (NHS), I was delighted to hear Andrew Lansley say this about tobacco sales : “We don’t work in partnership with the tobacco companies because we are trying to arrive at a point where they have no business in this country.” Finally, after over ten years of hard work by a rainbow coalition of healthcare providers, local government administration, campaigners, social activists, educators and charities, it is possible for the UK Secretary of State for Health to tell the tobacco industry their products are not wanted here.

The deep question is : why didn’t the UK Government just ban the tobacco companies outright at the start or tell them to diversify out of selling cancer sticks in order to keep their retail licences ? Well, the simple answer is that companies like British American Tobacco (BAT) are privately-owned capitalised companies, with many pension and other major funds heavily invested. The UK Department of Business, Trade, Enterprise, Industry, Information, Skills, Services and Manufacturing or whatever it’s been variously called over the last few decades, simply couldn’t tell shareholders to pull their investment out of death-by-inhalation stocks.

Everyone sees a return on investment in the industries of death generally, such as the arms trade, the junk food industry, and petrochemicals (ask yourself : how many people have suffered and died because of diesel particulate-provoked asthma ?) It takes a certain amount of time to reach the logical conclusion that wars do not need to be fought, making armaments redundant; for healthy food to become seen as essential to beat off diabetes and obesity epidemics; and for urban transport to be electrified to save lungs and hearts.

No, you just can’t ban an entire product range overnight because, finally, the science has broken through the doubt barrier and shown beyond reasonable scepticism that tobacco smoking causes cancer, emphysema and other serious and fatal conditions. No, you have to go at it step by painful step, reducing availability, changing the rules on presentation at the point of sale, putting up signs in public places.

And it all takes time, this gradualist approach. The tobacco industry may now wind down to a dribble in Britain (although it will continue to do well in Asia and Africa), and peoples’ savings for retirement will have soon all moved out of fag ends into something else.

Yet, we don’t have the luxury of time when it comes to the climate change and energy crisis. We simply don’t have the 25 to 50 years it could take to adopt a gradualist approach to energy sector change. Anything that takes longer than 10 years to begin to displace carbon out of the energy economy is too slow to be useful.

People are slowly beginning to wake up to the fact that their money is invested in climate change, and are making demands on their pension fund and bank account managers – but this is all happening too slowly – despite the keen interest in ethical investment.

The energy sector has got to change – and change fast. Changing the energy sector so radically and so quickly is not something that can be done by applying small changes to the costs of energy – particularly as the wider costs of energy are so volatile anyway. Gradually introducing renewable energy technologies with subsidies and grants and special tax breaks is not going to displace carbon fast enough.

Governments may not like the thought – but maybe they will consider starting to ban things – and not be shy about being explicit. However, this kind of action will generate significant resistance and dissent.

How then to rapidly alter the world’s entire energy sector ?

Start telling the truth about how the energy sector is scraping the bottom of the barrel in a number of fuels and fields ? Could this approach cause a run at the investment bank ? Could it tip the balance in energy systems deployment towards the less-intensive options – green energy – the only possible area of growth in the energy sector – which becomes the only possible logical conclusion ?

In the run up to Easter, Christian Ecology Link is asking supporters to think and act on how they source food for their church communities, with the aim of reducing the impact of unsustainable agriculture on their local area, and the wider world.

CEL have launched a new colour leaflet on the LOAF programme principles in time for Shrove Tuesday (Mardi Gras), or Pancake Day, on 21st February 2012.

Open Letter to Renewable Energy Deniers

To all Renewable Energy Deniers,

Things are getting so much better with renewable energy engineering and deployment – why do you continue to think it’s useless ?

We admit that, at the start, energy conversion efficiencies were low, wind turbine noise was significant, kit was expensive. Not now. Wind and solar farms have been built, data collected and research published. Design modifications have improved performance.

Modelling has helped integrate renewable energy into the grids. As renewable energy technologies have been deployed at scale, and improvements and adjustments have been made, and electricity grid networks have adapted to respond to the variable nature of the wind and the sunshine, we know, and we can show you, that renewable energy is working.

It’s not really clear what motivates you to dismiss renewable energy. Maybe it’s because you’re instinctively opposed to anything that looks like it comes from an “envionmentalist” perspective.

Maybe because renewable energy is mandated to mitigate against climate change, and you have a persistent view that climate change is a hoax. Why you mistrust the science on global warming when you accept the science on everything else is a continuing mystery to me.

But if that’s where you’re coming from when you scorn developments in renewable energy, you’re making a vital mistake. You see, renewable energy is sustainable energy. Despite any collapse in the globalised economy, or disruption to fossil fuel production, wind turbines will keep spinning, and solar panels will keep glowing.

Climate change has been hard to communicate effectively – it’s a huge volume of research, it frequently appears esoteric, or vague, or written by boffins with their heads in the clouds. Some very intelligent people are still not sure about the finer points of the effects of global warming, and so you’re keeping good company if you reserve judgement on some of the more fringe research.

But attacking renewable energy is your final stand. With evidence from the engineering, it is rapidly becoming clear that renewable energy works. The facts are proving you wrong.

And when people realise you’re wrong about renewable energy, they’ll never believe you again. They won’t listen to you when you express doubts about climate change, because you deny the facts of renewable energy.

Those poor fools who have been duped into thinking they are acting on behalf of the environment to campaign against wind farms ! Wind energy will be part of the backbone of the energy grids of the future.

We don’t want and we can’t afford the concrete bunkers of deadly radioactive kettles and their nasty waste. We don’t want and we can’t afford the slag heaps, dirty air and melting Arctic that comes from burning coal for power. We don’t want and we can’t afford to keep oil and Natural Gas producing countries sweet – or wage war against them to keep the taps open.

Instead we want tall and graceful spinners, their gentle arms waving electricity from the breeze. We want silent and dark photovoltaic cladding on every roof.

Burning things should only be done to cover for intermittency in wind and sunshine. Combustion is very inefficient, yet you support combustion when you oppose renewable energy.

We must fight waste in energy, and the rising cost of energy, and yet you don’t support the energy resources where there is no charge for fuel. Some would say that’s curmudgeonly.

When you oppose renewable energy, what is it you’re fighting for ? The old, inefficient and poisonous behemoths of coal hell ? We who support renewable, sustainable energy, we exchange clunky for sleek, toxic for clean. We provide light and comfort to all, rich and poor.

When you oppose renewable energy, you are being unbelievably gullible – you have swallowed an argument that can ruin our economy, by locking us into dependency on energy imports. You are passing up the chance to break our political obedience to other countries, all because wind turbines clutter up your panoramic view when you’re on holiday.

You can question the net energy gain from wind power, but the evidence shows you to be incorrect.

If you criticise the amount of investment and subsidy going into renewable energy, you clearly haven’t understood the net effect of incentivisation in new technology deployment.

Renewable energy has a positive Net Present Value. Wind turbines and solar panels are genuine assets, unlike the liabilities that are coal-fired power stations and nuclear reactors.

Renewable energy deployment will create meaningful, sustainable employment and is already creating wealth, not only in financial terms, but in social welfare terms too.

Renewable energy will save this country, so why do you knock it ?

Alchemic for the people

I was less than a metre above current sea level, rooting about in the holy bookshelves of my Evangelical host, searching for a suitable title.

I pulled out “Who Made God ?” from underneath a pile of books on their sides, letting the column slump downwards, alerting my companions to the fact that I had definitively made my choice for the evening’s reading.

We were treated to gentle Christmassy music for an hour or so as we all gave up talking to read by candlelight and compact fluorescent.

I didn’t read fast, as at first I didn’t have my newly-necessary reading glasses, and when I was encouraged to fetch them, the light was too dim to make reading easy. Those fashionable uplighters.

I read into the second part, and I had already formed in my mind several disagreements with the author, Professor Edgar Andrews, despite him having taken several good lines of reasoning and made some humourous points which I had duly responded to with a slight audible giggle.

I instinctively didn’t like his pitch about the impossibility of organic chemistry and I froze a little : personally I see no need for God’s personal, literal, physical intervention to make the ladders and spirals of genes – the DNA and RNA forming from the appropriate nucleotide bases – A, T, G, C.

And then the book’s author blew away his credibility, for me, at least, by getting bogged down in the absolutes of Physics, and ignoring Chemistry. He quoted the Laws of Thermodynamics, and claimed Entropy as proof that God doesn’t play dice because he’s in the garage playing mechanic. The direction of the universe, the arrow of time, plays towards randomness, the author of the book proclaimed. Order cannot come from inorganic matter – Life is the organising force.

At this, I took several forms of dispute, and immediately found in my mind the perfect counter-example – the formation of crystals from saturated solution – the building of the stalgamite and stalagtite from the sedimentary filtering of rainwater. Another example, I think, is chiral forms of molecular compounds – some chemicals behave in different ways if formed lefthandedly or righthandedly. The different forms behave predictably and consistently and this is an ordered behaviour that I believe – without the necessary university instruction in Chemistry – is an imposed denial of chaos.

In fact, the whole of Chemistry, its world of wonder in alchemy, I think points to a kind of natural negation of the Laws of Physics. There is the Micro World, where Newton, and more introspectively, Einstein, are correct in their theoretical pragmas. But in the Macro World, there is Chemistry, and there are precursor compounds to organic essentials. Life forms itself from dead stone. For a Physicist this is “just not cricket”, it is a whole new universe.

Why can Aluminium be used for containers in microwave ovens, but steel cannot ? And why is Aluminium so light ? Why does water expand when it freezes ? Here the Physicists can help out. But they cannot, when it comes to explaining, or even accurately predicting, all the chemical properties of alloys and compounds.

I have been pondering, in a crude, uneducated way, about industrial chemistry for the last couple of months. How large volume reactions are encouraged, catalysed. How fluids work. How gases breathe. My conclusion is that most chemical engineering is a bit brutish, like the workings of the internal combustion engine. Things are a tad forced. It is probably not possible for chemical engineers to replicate photosynthesis entirely – it’s too dainty for them. But that is the kind of chemistry we need to overcome our climate and energy problems.

We may not be able to match the leaves on the trees, but we can do gas chemistry and electricity and semiconductor physics, and it is gas chemistry and electricity and semiconductor physics that will save the planet. Electricity to replace much fuel. Semiconductor physics to bypass photosynthesis. And Renewable Gas chemistry – engineering the chemical building blocks of the future and providing backup to the other green energies.

Another Meeting I Will Not Be Attending

What appears to be a serious event is due to take place at the Energy Institute in London on 6th December 2011, “Peak Oil – assessing the economic impact on global oil supply“.

Dr Roger Bentley, author of a seminal 2002 paper on the subject, research that spawned hundreds of related learned articles, will be speaking.

But the event organisers have also invited one Dr Matt Ridley, the self-styled “rational optimist”, and member of the Global Warming Policy Foundation, and this, I’m afraid, prevents me from attending.


Ridley projects a view that many probably find comforting – as his headline in The Times of 1st October 2011 summarises – “Cheer up. The world’s not going to the dogs”.

He has been captured speaking at a TEDx event pouring scorn on “environmental” scare stories of the past, but not bothering to delve or dig into how mankind has actually gone out of its way to act on past crises and prevent catastrophes.

And now he’s thrown in his lot with the shale gas miracle men, writing a report with a foreword by Freeman Dyson, one of the world’s most balanced individuals.

How much uncorroborated optimism can one man contain ?

Renewable Gas : Balanced Power

People who know very little about renewable and sustainable energy continue to buzz like flies in the popular media. They don’t believe wind power economics can work. They don’t believe solar power can provide a genuine contribution to grid capacity. They don’t think marine power can achieve. They would rather have nuclear power. They would rather have environmentally-destructive new oil and gas drilling. They have friends and influence in Government. They have financial clout that enables them to keep disseminating their inaccuracies.

It’s time to ditch the pundits, innuendo artists and insinuators and consult the engineers.

Renewable Gas can stand in the gap – when the wind doesn’t blow or the sun doesn’t shine and the grid is not sufficiently widespread and interconnected enough to be able to call on other wind or solar elsewhere.

Renewable Gas is the storing of biologically-derived and renewably-created gases, and the improving of the gases, so that they can be used on-demand in a number of applications.

This field of chemical engineering is so old, yet so new, it doesn’t have a fixed language yet.

However, the basic chemistry, apart from dealing with contaminants, is very straight-forward.

When demand for grid electricity is low, renewable electricity can be used to make renewable hydrogen, from water via electrolysis, and in other ways. Underused grid capacity can also be used to methanate carbon-rich biologically-derived gas feedstocks – raising its stored energy.

Then when demand for grid electricity is high, renewable gas can be used to generate power, to fill the gap. And the flue gases from this combustion can be fed back into the gas storage.

Renewable gas can also be biorefined into vehicle fuels and other useful chemicals. This application is likely to be the most important in the short term.

In the medium-term, the power generation balance that renewable gas can offer is likely to be the most important application.

Researchers are working on optimising all aspects of renewable gas and biorefinery, and businesses are already starting to push towards production.

We can have a fully renewable energy future, and we will.
