Nuclear Power is on the rocks – hot radioactive rocks.

There have been a string of accidents, fires and outages in the last couple of years, probably due to cost-cutting and lack of investment in new equipment.

Nuclear Power stations are ageing. Many of them are due to be completely shut down by 2020. But some of them might not survive that long, judging by the catalogue of incidents racking up.

Does this kind of event make the national or international news ? Sometimes. Nobody wants to be sensationalist about it. It doesn’t get much commentary or opinion following.

“Fire breaks out at nuclear power station : Sunday, 4 July 2010 : An overnight fire at the Sizewell B nuclear power plant near Leiston on the Suffolk coast was brought under control by eight fire crews after more than six hours. The blaze, in a building housing a charcoal absorber which filters gases, was the second incident this year. In March, 50 firefighters spent almost seven hours tackling a similar blaze which resulted in the plant being closed. Jim Crawford, the station director, said the latest fire had posed no danger to the public.”

And that’s it – the entire report. It’s quite astonishing that there is no further investigation, exploration or explanation.

As one of the commenters, Jason Brown wrote “And The “Independent” devotes precisely TWO paragraphs to this story? Ah, hallo? Chernobyl anyone?”

I’m in the Climate Union. Are You ?

Soon we could all be, if the expansionist plans of a group of social campaigners come to fruition.

Taking in the unions, faith communities and the usual rag-tag bunch of issues activists, the Climate Union aims to establish itself as a political force for Low Carbon.

First of all, however, it has to tackle the uneasy and prickly problem of the exact name of the movement, and the principles under which it will operate.

The flag has been flown : a set of principles has been circulated for discussion amongst the “Climate Forum”. I cannot show you the finalised document yet, but I can offer you my comments (see below).

I am aware that my comments are going to be a little challenging. I made similar comments during the review of the ClimateSafety briefing, which were highly criticised.

I expect you to be negative in response to what I say, but I think it is necessary to make sure the Climate Forum does not become watered-down, sectorally imprisoned and politically neutered, like so many other campaigns.

Linking Climate Change to Trade

America and China are both “Carbon Intensity” first-movers – competing to make commitments that their economic production has falling associated Carbon Dioxide Emissions. The United States, China and Canada all continue to claim that their commitments on Climate Change amount to reductions in “carbon intensity”, rather than actual reductions in levels of emissions. This is a piece of policy propaganda, as proposed by linguistic strategists. A reduced carbon intensity of production would still allow countries to follow a path of economic growth, and increase carbon emissions overall. What is clear is that lower carbon intensities is not enough.

Behavioural economists, who look at both individual behaviour and collective social responses, have concluded a number of useful facts about humankind and its uses of resources. A good summary of what we know is provided by John Gowdy, writing in the Journal of Economic Behavior & Organization 68 in 2008, “Behavioral economics and climate change policy” :-

Why Was Copenhagen Such A Washout ?

The international community, in the form of the United Nations Framework Convention on Climate Change (UNFCCC) established the Kyoto Protocol back in 1997, a treaty that was ratified only as late as 2005 after compromises from the World Trade Organisation (WTO) for Russia. Global Climate Change negotiations, even before the Rio Earth Summit in 1992 have been beset by recurring problems.

1. Introduction

Policy strategy for controlling risky excess atmospheric greenhouse gas (Gowdy, 2008, Sect. 4; McKibben, 2007, Ch. 1, pp. 19-20; Solomon et al., 2009; Tickell, 2008, Ch. 6, pp. 205-208) mostly derives from the notion that carbon dioxide emissions should be charged for, in order to prevent future emissions; similar to treatment for environmental pollutants (Giddens, 2009, Ch. 6, pp. 149-155; Gore, 2009, Ch. 15 “The True Cost of Carbon”; Pigou, 1932; Tickell, 2008, Ch.4, Box 4.1, pp. 112-116). Underscoring this idea is the evidence that fines, taxes and fees modify behaviour, reigning in the marginal social cost of “externalities” through financial disincentive (Baumol, 1972; Sandmo, 2009; Tol, 2008). However this approach may not enable the high-value, long-term investment required for decarbonisation, which needs adjustments to the economy at scale (CAT, 2010; Hepburn and Stern, 2008, pp. 39-40, Sect. (ii) “The Consequences of Non-marginality”; MacKay, 2008, Ch. 19; Tickell, 2008, Ch. 2, pp. 40-41).

I’m in the Climate Union. Are you ?

Finally, I have to admit that I have an personal stake in the outcomes of Climate Change and Energy policy.

I have to confess to a utilitarian, yet enlightened, self-interest.

And so say all of us.

In the future, I want there to be jobs. New jobs, for young and old, for me. Productive, worthwhile employment, green jobs that don’t permanently wreck the atmosphere for future generations.

When I get sick, unabled or old, I want there to be social services. Not run on a shoestring budget owing to Carbon Taxes or Carbon Trading, but Low Carbon hospitals with well-motivated, sufficient staff; and decent, affordable sheltered housing and residential homes for the vulnerable.

I want cheap, Zero Carbon Energy; as access to Energy is an essential public good, even a human right, for those who live towards the Poles. I don’t want to be made poor by a badly managed transition out of Fossil Fuels, or expensive Carbon Capture projects that the State pays for, because Electricity generation companies want to burn dirty Coal. I don’t want to have to pay double for my power, just because new Nuclear Power stations cost so much to build.

1a. Key Conclusions
The Low Carbon Transition in Energy in developed countries is inevitable (Climate Change Act, 2008; EU Package, 2008; UNFCCC Kyoto Protocol, 1997); yet policy thinking and decision-making seems to still focus on the debateable “how to do it” rather than the more essential “how long do we have ?” If the window of opportunity for industrialised society to de-Carbonise proves to foreshorten rapidly, then the next few decades could be a story of economic collapse, unless there is concentrated, concerted endeavour (Sustainable Business, 2010).

“Sustainable Development” is a phrase with two distinct meanings.

When people trained in Economics think about what “Sustainable Development” means, they normally assume that Nature’s continuing bounty will sustain our development path. That the pyramid of wealth, the wealth accrual machine and monetary incentives will bring more and more people and material resources into optimal production, and there will be no end to the development of the enrichment of all peoples and the quality of their habitat. Growth is good, for it brings prosperity to all, health, wealth, education, freedom from want and a top-notch built environment.

Would You Trust This Man ?

Ed Miliband is today assuring us that New Nuclear Power will be safe, and that we will all have a say in the planning process – so tantalising us with the idea that we will be able to influence the outcome.

I don’t believe either of these things.

Nuclear Power is inherently dangerous, operationally unreliable, dirty, wasteful, expensive and any public money used to support it in any way will prevent us from pursuing truly sustainable Energy.

New Nuclear won’t work without Government subsidy, either for the construction of the plants themselves, or guaranteed customer pricing, or the insurance to cover the failure of projects to complete (or radioactive accident). The Government’s Department of Energy and Climate Change can expect to find any New Nuclear direct public funding, price fixing, subsidy or tax breaks in court.

No, it won’t be me personally taking the Government to court.

Nuclear Power is a dinosaur technology, and judging by the number of countries that have signed up for new fleets of reactors, the Uranium fuel to run the plants being planned will be exhausted within the lifetime of the plants. With supplies of fuel running out, early decommissioning means the plants will never pay back on the investment.

Sounds like a high risk strategy to me, even before looking at the risks of radioactive explosions.

We told you all along : New Nuclear will be expensive, and the privatised Energy suppliers will not be interested in financing them on their own. Too big a risk.

All that capital tied up in projects that could roll on for years and years and years with no guarantee of a decent generation capacity at the end.

Building infrastructure with no assurances of a return on investment – well, in this Economic climate, it’s not going to happen. New Nuclear will need public sector finance – yet another bailout.

Despite the continuing list of problems with existing Nuclear Power plants, a committed group of highly-financed representatives from mining and construction companies carry on plugging away with the public relations for a new global fleet of Atomic Energy.

The crisp, tinted, glossy promotion packs from the Nuclear industry lobbyists pop up at every conference, meeting and ministerial intray, and certain public persons continue to preach the glow-in-the-dark gospel, glossing over the cracked history of this nightmare Energy industry to date.

The diagrams depicting the “next generation” technologies are always full four-colour, precise, attractive. The propagandists always well-dressed, well-remunerated and clean-shaven.

New Nuclear Is Not A Climate Policy

The rumour mill about the propsects for new Nuclear Power is quite active, a kind of underground semaphore.

About a year ago, the idea that the United Kingdom would be burdened with eleven new Nuclear Power stations entered the mill and popped out all over the shop, being greeted with ridicule, dismissiveness, anger and despair.

When the Energy Supply companies started going into “free capital” meltdown over new investments, owing to issues concerning insurance and the general Economy, there was concern that they wouldn’t come along with the new Nuclear plan.

The Government kept pumping out the information that we should have at least four new Nuclear Power stations. How critical this project was ! How bright and shiny new Nuclear would be ! The unwritten back room understanding that any new Nuclear Power plant could expect State support in one form or another. However, the public statements were that there would be no Public Money for new Nuclear build.

Constructing and operating Nuclear Power facilities has historically required overt and covert support from nation states. A non-negotiable, non-vanishing fraction of every tax dollar/euro/rand goes to keep Atomic Energy alive.

So does the population get some benefit from this costly energy ? Some people ask “payback ? What payback ?” and cast dark hints that Nuclear Energy never has, and never will, produce a net Energy benefit, after all the labour, time, concrete, steel, liquid fuel and other resources that have to be used in reactor building, site monitoring and waste disposal.

So it seemed rather like the British Government had put themselves in a cleft stick, announcing a new round of building Nuclear Fission electricial generation plant, but at the same time foreswearing any state financial support :-

A number of media outlets have been skewered and grilled one more time in the last fortnight by the Nuclear industry and it’s paid-up or paid-to fans. It feels like the poor lamb hacks have been gambolling and frolicking too close to the fire.

Just getting a Press Release in the papers is not equivalent to convincing a critical mass of people to support your energy technology of choice. It’s like roasting and toasting a very dodgy piece of carcase/carcass and adding hot pepper sauce to hide the bacterial slime.

Even recruiting a senior former British Government Minister to the radioactive cause is not sufficiently influential for a good portion of the electorate. That’s like pulling some Amazon-killing soya-fed dead cow out of the freezer and finding it’s several years too old to eat.

Nuclear Power has a bad track record, and the last couple of years have been near-on laughable.

I cannot offer an opinion about the validity of this research, because I haven’t read the science paper with the calculations, I haven’t spoken to the researchers, or entirely understood their model from the news report, but I’ve got to admit the results appear intriguing.

The authors speak to my key annoyances : the proposals for new Nuclear Power and Carbon Capture and Storage. And they say we shouldn’t do it : the net heat from “thermal” power generation is going to be dangerous regardless of what we do with any resulting Carbon Dioxide.
